214 <br />The following Department Officials presented reports for the month of January, 1961. <br />E. M, Lynch, Clerk of Court <br />Don Matheson, Farm Agent <br />Evelyn Raper, :last. Rome Demonstration Agent <br />Cache Boggs, Dog Warden <br />Frank Frederick, Delinquent Tar. Collector and IMrs. Creighton Bonn, Welfare Spot. <br />A discussion arose concerning the eligibility of James Killian for a blind aid grant. Mrs. <br />Bonn was requested to obtain more information pertainia,/t 8 applicant and to make her report <br />later to the Board. <br />Sam ;attis, County Accountant, discussed the matter of using I.B.W. cards for tax billing <br />purposes. Cr. Cattis stated that it would facilitate the pork son being done by the tax department. <br />Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and unanimously adapted <br />the County Accountant was given permission to proceed with the investigation and installation of <br />the cards. <br />Its. Bunn explained the circumstances pertaining to the blind aid application of James <br />Killian. Upon motion of Commissioner Bennett, seconded by Commissioners Jones, and unanimously <br />adopted Mrs. Bunn was authorizgd to pay the blind aid grant to the applicant. <br />A discission arose concerning the proposed legislative program of the State Association <br />of County Commissioners and the Board members approved the postion taken by the State Association. <br />Listed below is the position and opinions concerning the legislation: <br />A. School Incentive Fund <br />The Board is against this proposal. If the State has additional funds available for school <br />purposes they should be applied to meat the States statutory responsibility tmvazds school support. <br />B. Medic'a1 Aid For the Ages <br />The Board of Commissioners feel the State should more adeauately meet the cost of <br />hospilialization of public assistance cases and the medically indigent before they emback on an <br />expensive new medical program. <br />To summarize feelings. of this Board of County Commissioner the following is given: <br />The time has come to make a substantial increase in public support of schools. <br />The burden of this concert should not fall on the property tax; instead this support should <br />fall upon some form of consumer taxation. <br />Additional. State funds should be used to meet the State statutory responsibility for school <br />current expense, including adequate teacher salary, adequate books and supplies, and adequate <br />funds for the operation of school plant facilities; this in itself mould relieve some County wide <br />funds for school building programs. <br />If additional funds are available, which could be used to build classrooms, there should <br />be allocated upon an equitable basis to all counties to meet existing classroom needs, perhaps <br />though a State bond issue of moderate size. <br />There is also a need for funds to be provided on a recurring basis to assist in carryin' <br />thrrou,h school consolidation programs and in presenting facilities for increased enrollments.' <br />If Federal funds become available, they should be used in a similiar fashion, first to meet <br />existing needs and second to help consolidation programs and procure facilities for graving <br />em ollment. <br />The Accountant was directed to poll the banks in the County and see what they mould offer in <br />interest on approximately :17.50,000.00 in surplus funds re have nor available for a period of <br />one hundred (100) days. <br />There bean; no further business to come before the Board the meeting was adjourned, <br />Donald Stanford <br />Chairman <br />Betty June Hayes, Clerk <br />and <br />S. 1v. 7attis, icting Clerk
