of$415,558 from the North Carolina Department of Transportation for the Durham- <br /> Chapel Hill-Carrboro Urbanized Area for the Federal Fiscal Year (FFY)21 . This <br /> grant is a 100% federally funded reimbursement grant for various operating <br /> expenses incurred during the pandemic, including, but not limited to, personnel <br /> services, maintenance and parts costs, and COVID related supplies and services. <br /> This budget amendment provides for the receipt of these funds for the purposes mentioned <br /> above, and reduces the fund balance appropriation budgeted in the General Fund for FY <br /> 2020-21 by $415,558 related to the receipt of the 5307 CARES Act federal pass-through <br /> reimbursement funds. (See Attachment 1, column #4) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> Health Department <br /> 7. The Orange County Health Department has received $57,403 in federal pass-through grant <br /> funds from the North Carolina Department of Health and Human Services, Division of <br /> Public Health to support COVID-19 Vaccination Planning and Implementation. The grant <br /> service period runs through May 31, 2021. Funding will support the purchase of a Vaccine <br /> Management System for vaccination scheduling and tracking alongside a direct mailing <br /> campaign to Orange County residents. <br /> 8. The Orange County Health Department has received $168,091 in federal pass-through <br /> grant funds to support the COVID-19 pandemic response. This grant award revision makes <br /> funding of $168,091, originally allocated to State Fiscal Year (SFY)22, available in SFY21 <br /> and will be used to support salaries of current permanent staff performing COVID-19 <br /> duties. <br /> This budget amendment provides for the receipt of these funds for the purposes mentioned <br /> above. (See Attachment 1, column #5) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Arts Commission <br /> 9. The Orange County Arts Commission is anticipating receiving $48,743 in FY20-21 from <br /> the rental of studios at the Eno Mill to local artists. These funds will be received outside of <br /> the General Fund in the Visitors Bureau fund. This budget amendment provides the receipt <br /> of these funds to be used for the rent and care of this space (See Attachment 1, column <br /> #6). <br />
