Minutes <br /> The Board approved the minutes for the December 7 and December 15, 2020 Board of County <br /> Commissioners Virtual Business Meetings as submitted by the Clerk to the Board. <br /> b. Motor Vehicle Property Tax Releases/Refunds <br /> The Board considered adoption of a resolution, which is incorporated by reference, to release <br /> motor vehicle property tax values for two taxpayers with a total of two bills that will result in a <br /> reduction of revenue. <br /> c. Property Tax Releases/Refunds <br /> The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> values for four taxpayers with a total of ten bills that will result in a reduction of revenue. <br /> d. Applications for Property Tax Exemption/Exclusion <br /> The Board approved four untimely applications for exemption/exclusion from ad valorem <br /> taxation for four bills for the 2020 tax year. <br /> e. Voluntary Agricultural District Designation — Multiple Farms <br /> The Board approved applications from ten landowners/farms to certify qualifying farmland within <br /> the Caldwell, Cane Creek/Buckhorn, Cedar Grove, and Schley/Eno Voluntary Agricultural <br /> Districts; and enroll the lands in the Orange County Farmland Preservation Program's Voluntary <br /> Agricultural District program. <br /> f. Fiscal Year 2020-21 Budget Amendment#7 <br /> The Board approved budget and grant project ordinance amendments for fiscal year 2020-21 <br /> for the Department of Social Services; Criminal Justice Resource Department; Housing and <br /> Community Development; and the Health Department. <br /> g. Approval of Land Transfer from Chatham County to Orange County <br /> The Board approved a resolution regarding the transfer of 4.6 acres of land from Chatham <br /> County to Orange County. <br /> h. Public Comment Submission to the NC Utilities Commission on Duke Energy's 2020 <br /> Integrated Resource Plan <br /> The Board authorized the Chair to sign a letter created in collaboration with several other NC <br /> local governments with recommendations for Duke Energy's 2020 Integrated Resource Plan, <br /> and directing staff to join with other local governments in submitting a single copy of the letter <br /> signed by all interested local governments to the NC Utilities Commission during the period for <br /> initial public comments. <br /> 9. County Manager's Report <br /> Bonnie Hammersley said the BOCC will have a work session on February 9, including <br /> advisory board appointments, which will be first to allow for plenty of time for discussion. She <br /> said John Roberts will present information on the discharge of firearms, and the Sheriff will be <br /> available for discussion on housing federal inmates in the county jail and for written consent for <br /> vehicle searches. <br /> 10. County Attorney's Report <br /> John Roberts reminded the Board that the legislature is back in session, and he will <br /> update the Commissioners weekly on items. <br /> Chair Price briefly reflected back to item 8-a consent agenda, as there were changes <br /> sent by email to the minutes for December 7 and December 15, 2020. The changes were: <br /> reorganize the proclamations for former Chair Penny Rich and former Commissioner Mark <br /> Marcopolos on pages 2 and 3 of the December 7t" minutes; correct the name of OWASA board <br /> representative Ray DuBose on page 7, lines 27 and 42 of the December 7t" minutes; note that <br />
