17 <br /> Neighborhood Information Meeting: A neighborhood information meeting for the project was <br /> held on December 17, 2020 in accordance with Section 2.9.2 (D) of the UDO. The meeting <br /> was held in an on-line format due to current public health concerns. No members of the public <br /> attended the meeting. <br /> Public Notifications: In accordance with Section 2.8.7 of the LIDO, notices were mailed via first <br /> class mail to property owners within 1,000 ft. of the subject parcel providing the date/time of the <br /> BOCC public hearing where the proposal is to be reviewed. These notices were mailed on <br /> January 15, 2021, 17 days before the meeting. Staff also posted the subject parcel with a sign <br /> indicating the date/time of the public hearing of the rezoning request on January 15, 2021. For <br /> more information, please refer to Attachment 5. <br /> Planning Board Recommendation: The Planning Board reviewed the zoning atlas amendment <br /> at its January 6, 2021 regular meeting. At this meeting the Board voted unanimously to <br /> recommend approval of the Statement of Consistency (Attachment 8) and the proposed <br /> Zoning Atlas Amendment (Attachment 9). <br /> Excerpts of the minutes from the meeting, as well as the Board's signed Statement of <br /> Consistency, are included in Attachment 7. Agenda materials from the meeting can be viewed <br /> at: https://www.co.orange.nc.us/AgendaCenter/Planning-Board-26. <br /> Planning Director's Recommendation: The Planning Director recommends approval of the: <br /> 1. Statement of Consistency indicating the zoning atlas amendment is reasonable and <br /> in the public interest as contained in Attachment 8. <br /> 2. Ordinance amending the Zoning Atlas as well as imposing development conditions <br /> for the identified parcel as contained in Attachment 9. <br /> RECOMMENDATION: The Manager recommends the Board: <br /> 1. Receive the request; <br /> 2. Conduct the public hearing and accept comment; <br /> 3. Provide direction to staff and the applicant on any additional conditions consistent with <br /> Section 2.9.2 (F) (3) of the UDO; <br /> 4. Close the public hearing <br /> 5. Authorize the acceptance of written comment(s) via e-mail to the Board at <br /> ocbocc(a_orangecountync.gov or by delivery to the Planning Department's office at 131 <br /> West Margaret Lane, 2nd floor, Hillsborough, North Carolina 27278, until 9:00 a.m. on <br /> Thursday February 4, 2021; <br /> 6. Consider action to approve the: <br /> a. Statement of Consistency (Attachment 8), and <br /> b. Zoning Atlas Amendment (Attachment 9) <br /> as recommended by the Planning Board and Planning Director. <br /> If written comments to the rezoning request are received before the deadline stated in <br /> #5, this item will be brought back to the BOCC on February 16, 2021 for further consideration. <br /> If no written comments are received, the decision of the BOCC shall become effective at 9:01 <br /> a.m. on Thursday, February 4, 2021. <br />
