The Orange County Partnership to End Homelessness has received notification from the <br /> North Carolina Department of Health and Human Services of an award from the <br /> Emergency Solutions Grant — Covid Round 2 program. The Partnership will receive <br /> $303,365 to be spent through June 30, 2022. These funds will be appropriated for client <br /> financial assistance, as well as the creation of a 1.0 FTE Housing Stability Case Manager <br /> time-limited position, and a 0.5 FTE Coordinated Entry Housing Specialist time-limited <br /> position to administer services. This grant will also extend the 1.0 FTE time-limited Housing <br /> Coordinator Position through June 30, 2022. These funds will be appropriated in the <br /> Community Development Fund, outside of the General Fund. (See Attachment 1, column <br /> #3) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> Orange Rural Fire Department <br /> 4. The Orange Rural Fire Department has requested a portion ($25,000) of the district's <br /> available unassigned fund balance to purchase tools and equipment to establish Trench <br /> Rescue capabilities in Orange County. With this appropriation, approximately $94,825 <br /> remains in the district's unassigned fund balance. This budget amendment provides for <br /> the appropriation of $25,000 from the district's fund balance for the above stated purpose. <br /> (See Attachment 1, column #4 and Attachment 3) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> Department of Social Services <br /> 5. The Department of Social Services has received revenue of $2,084 from the State for <br /> Veteran Services. These funds will be used to purchase a database system for the <br /> Veterans Services Officer to keep the veteran client information (demographics, claims, <br /> etc.) in one database. This database communicates with the federal Veterans <br /> Administration (VA) system by directly uploading forms to the VA allowing the claim <br /> process to be more efficient. This budget amendment provides for the receipt of these <br /> funds for the above stated purpose. (See Attachment 1, column #5) <br />
