6 <br /> 1 WHEREAS, Mr. Marotto's commitment to community and outreach has been evident in his <br /> 2 participation in multiple speaking engagements, special events and published essays and <br /> 3 editorials; and <br /> 4 <br /> 5 WHEREAS, Mr. Marotto has never put a dog and cat in the same cage and is known for <br /> 6 grabbing a control pole and jumping in to help capture the most aggressive and elusive <br /> 7 Chihuahua; and <br /> 8 <br /> 9 WHEREAS, Mr. Marotto is retiring from Orange County on March 3, 2021 after 16 years of <br /> 10 service and devotion for both people and animals, and will be missed; <br /> 11 <br /> 12 NOW THEREFORE, we, the Orange County Board of Commissioners, do hereby recognize and <br /> 13 express deep appreciation and respect for the services rendered by Robert Marotto to the <br /> 14 Orange County community, and wish him well in his retirement. <br /> 15 <br /> 16 This the 161h day of February, 2021. <br /> 17 <br /> 18 <br /> 19 Renee Price, Chair <br /> 20 Orange County Board of <br /> 21 Commissioners <br /> 22 <br /> 23 A motion was made by Commissioner McKee, seconded by Commissioner Hamilton to <br /> 24 approve the proclamation recognizing and expressing appreciation to Bob Marotto for his <br /> 25 service to the people of Orange County and wishing him well in his retirement and authorize the <br /> 26 Chair to sign the proclamation. <br /> 27 <br /> 28 Roll call ensued <br /> 29 <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 Amanda Schwoerke, Animal Services Advisory Board, read a statement of the board's <br /> 33 appreciation to Bob Marotto: <br /> 34 We the undersigned members of the Animal Services Advisory Board, on the occasion <br /> 35 of the retirement of Orange County Animal Services Director Bob Marotto, wish to memorialize <br /> 36 our profound admiration and appreciation for his many years of service. <br /> 37 Following a nationwide search, Bob became Orange County's first Director of Animal <br /> 38 Services in July 2005. He came to Orange County after 11 years at the City of Minneapolis' <br /> 39 Animal Care and Control Program, where he began as an Animal Control Officer and became <br /> 40 Program Director. Orange County Animal Services was born with Bob's arrival in 2005. At that <br /> 41 time, Animal Control resided within the Health Department, while the old shelter was <br /> 42 administered by the non-profit Animal Protection Society of Orange County. Under Bob's <br /> 43 direction, animal control and animal care were brought together, both operationally and, <br /> 44 eventually, under one roof with the opening of the beautiful new Orange County Animal <br /> 45 Services building in 2009. When Bob arrived in 2005, the intake level of animals was <br /> 46 approximately 5,000 per year and the live release rate was approximately 50-60%; today, <br /> 47 Orange County Animal Services can boast of intake levels under 3,000 animals per year and <br /> 48 live release rates near to or exceeding 90%. A professional veterinary practice has been <br /> 49 established within the new shelter, and a vigorous spay and neuter program has been instituted <br /> 50 in the county following vast improvements in community outreach on the importance of avoiding <br />
