5 <br /> 1 County animals and worked diligently with Orange County attorneys and District Courts to <br /> 2 assure the protection of animals and that those responsible for the neglect and ill treatment <br /> 3 were held accountable. <br /> 4 <br /> 5 Mr. Marotto took a struggling animal shelter and animal control program and brought his <br /> 6 knowledge, tenacity and creativity to provide the residents and animals of Orange County a <br /> 7 state of the art facility and improve both shelter and animal control operations. This resulted in <br /> 8 more animal rehabilitations, adoptions, public awareness and education and less animal <br /> 9 euthanasia. Also during his time here, Bob has spent many hours resolving community <br /> 10 concerns and restoring the community's confidence with OCAS. <br /> 11 <br /> 12 Mr. Marotto currently serves as an officer of the North Carolina Animal Federation and is <br /> 13 involved in a community index project for animal welfare supported by PetSmart Charities in <br /> 14 partnership with The Association for Animal Welfare Advancement. Additionally, Bob has <br /> 15 written essays and editorials that have appeared in the Minneapolis Star Tribune, News & <br /> 16 Observer and The Herald Sun. <br /> 17 <br /> 18 Irene Phipps, Animal Control Manager, mentioned a few of the things she enjoyed about <br /> 19 working with Bob Marotto, spoke of his support in her career, and how much the staff would <br /> 20 miss him. <br /> 21 Chair Price asked Commissioner McKee to read the resolution: <br /> 22 <br /> 23 ORANGE COUNTY BOARD OF COMMISSIONERS PROCLAMATION <br /> 24 <br /> 25 PROCLAMATION RECOGNIZING AND HONORING <br /> 26 ROBERT A. (Bob) Marotto continued his career of public service and animal <br /> 30 welfare by joining the Animal Services Department as the director; and <br /> 31 <br /> 32 WHEREAS, Mr. Marotto's first task as director was overseeing the startup of the County's first <br /> 33 free-standing and full service Animal Services Department; and <br /> 34 <br /> 35 WHEREAS, during Mr. Marotto's years with the County, he has implemented multiple programs <br /> 36 and policies that set the tone and direction for a progressive and top notch operations which <br /> 37 have benefitted both the residents and animals of Orange County; and <br /> 38 <br /> 39 WHEREAS, Bob's understanding of the human/animal bond has impacted many positive <br /> 40 outcomes for animals and their owners; and <br /> 41 <br /> 42 WHEREAS, while Mr. Marotto has always practiced education over enforcement, that has not <br /> 43 deterred him from pursuing and advocating for the protection of animals and assuring they have <br /> 44 a voice in seeking justice for the neglect and cruelty inflicted upon them; and <br /> 45 <br /> 46 WHEREAS, as Director, Bob has established cohesive working relationships with other County <br /> 47 departments, local law enforcement, district courts, animal rescue groups and other animal <br /> 48 welfare agencies; and <br /> 49 <br />
