36 <br /> 1 The Advisory Group's assessment should incorporate, to the extent possible, anticipated <br /> 2 population distribution changes based on the 2020 census. <br /> 3 The Advisory Group may consider options that require enabling legislation; however, it <br /> 4 must present to the BOCC options that do not require such authorization. <br /> 5 <br /> 6 Commissioner McKee asked if there are any issues with the portion of the charge <br /> 7 relating to the number of commissioners, and if that is an issue that would have to go to the <br /> 8 legislature. He said he does not want to go to the legislature. <br /> 9 John Roberts said there are only four options that would be allowed, without going to the <br /> 10 legislature. He said the current practice is one of those 4 options, leaving 3 others remaining. <br /> 11 He said he would have to research whether changing the number of Commissioners would <br /> 12 require legislative action. <br /> 13 Commissioner Fowler referred to the first paragraph, and said it does not include all <br /> 14 possible choices. She said she would prefer to list all choices, or list none, and wants to avoid <br /> 15 bias. <br /> 16 Commissioner Greene said it is clear this is not an inclusive list, and leads with a set of <br /> 17 suggested possibilities. She said the charge leaves room for the committee to come up with <br /> 18 broad ideals, but within those ideals there should be things the County can accomplish without <br /> 19 going to the legislature. <br /> 20 Commissioner Dorosin said his intention was to list the things the advisory group could <br /> 21 consider without the County going to the legislature for the authority. He said the number of <br /> 22 Commissioners was changed last time there was an elections advisory group, so he kept it in <br /> 23 the charge for the new group. <br /> 24 Commissioner Bedford said she liked the charge, and asked if the advisory group would <br /> 25 share recommendations with pros and cons of each. <br /> 26 Commissioner Hamilton said she would prefer the group not to give a recommendation, <br /> 27 but rather just present options with pros and cons. She said she wants to avoid any bias. <br /> 28 Commissioner McKee reiterated his desire to avoid recommendations that require going <br /> 29 to the legislature. He said it would be unwise to go to the legislature. <br /> 30 John Roberts said the Board can consist of any number of Commissioners, but no less <br /> 31 than 3, and does not require legislative action. <br /> 32 Commissioner Dorosin said the committee should do a broad assessment, and there <br /> 33 may be recommendations that requires legislative approval, but the Board could decide to do it <br /> 34 or not. He said nothing is off the table at this point, and there is a public education piece to this <br /> 35 process. <br /> 36 Chair Price agreed that she did not want to see a formal recommendation from the <br /> 37 advisory group, but pros and cons. She said if the group has suggestions, she would like to <br /> 38 know that, but not a formal recommendation. <br /> 39 Commissioner Fowler nominated Nicholas Batman, a student at UNC. 5 Commissioners <br /> 40 voted yes. <br /> 41 Commissioner McKee nominated Brian Crawford. 7 commissioners voted yes <br /> 42 Commissioner Greene nominated Jonathan Weiler. 6 commissioners voted yes. <br /> 43 Chair Price nominated Alicia Reid. 6 commissioners voted yes. <br /> 44 Commissioner McKee nominated Kathy Arab. 7 commissioners voted yes. <br /> 45 Commissioner Hamilton nominated Jennifer Bremer with the League of Women Voters, <br /> 46 4 commissioners voted yes. <br /> 47 Commissioner Greene said she did not vote for Jennifer Bremer because there is <br /> 48 another applicant from the League that she was looking at. <br /> 49 Commissioner Dorosin nominated Josh Mayo, due to background and activity in <br /> 50 community. 2 commissioners voted yes. <br /> 51 Commissioner Bedford nominated Lisa Hazirjian. 7 commissioners voted yes <br />
