29 <br /> 1 Elizabeth Henke, East Chapel Hill Rotary, explained the benefits of the Orange County <br /> 2 Habitat of Humanity solar project, especially to low-income families, which can reduce high <br /> 3 monthly electric bills. She said the effects of air pollution disproportionately affect low-income <br /> 4 families, especially families of color, and climate justice and racial justice are linked. She said <br /> 5 solar installations by Habitat will reduce emissions by more than 1,100 tons over the lifetime of <br /> 6 the panels, and save the homeowner an average of$73 a month over 30 years. She said the <br /> 7 rotary is proud to partner with Habitat on this project, and this will become a model for other <br /> 8 habitat groups. <br /> 9 Jennifer Player, CEO of Orange County Habitat for Humanity, discussed the benefits of <br /> 10 installing solar panels for homeowners. She described a family for which Habitat is currently <br /> 11 building a home, and said that for the first time solar panels were added to a future home built <br /> 12 by the organization. She said the grant will allow for more families to benefit from solar panels. <br /> 13 She described the work Habitat engages in and the benefits of homeownership for low-income <br /> 14 families. She thanked the Commissioners. <br /> 15 <br /> 16 A motion was made by Commissioner Fowler, seconded by Commissioner Greene to <br /> 17 approved funding as recommended. <br /> 18 <br /> 19 Commissioner Greene thanked the committee and staff for executing the program so <br /> 20 effectively. She also praised the scoring criteria that was developed, and is pleased with the <br /> 21 quality of the applications. <br /> 22 <br /> 23 Roll call ensued <br /> 24 <br /> 25 VOTE: UNANIMOUS <br /> 26 <br /> 27 b. Appointments to the Orange County Justice Advisory Council <br /> 28 The Board will consider making changes to the Justice Advisory Council (JAC) structure <br /> 29 and approving associated appointments to the Justice Advisory Council. <br /> 30 <br /> 31 BACKGROUND: <br /> 32 The Orange County Board of Commissioners created the Justice Advisory Council (JAC) at its <br /> 33 regular meeting on May 17, 2016. The Council coordinates, informs and enhances work in the <br /> 34 criminal justice system and in the Orange County Criminal Justice Resource (CJR) Department. <br /> 35 Its formation is aligned with the best practices for the administration of an effective, innovative <br /> 36 and equitable criminal justice system. <br /> 37 <br /> 38 The JAC staff is recommending the following position changes: <br /> 39 • Add a position for the University of North Carolina Police Department and appoint UNC <br /> 40 Chief of Police David Perry to the position. <br /> 41 • Add a position for the Orange County Housing and Community Development <br /> 42 Department and appoint Director Emila Sutton to the position. <br /> 43 • Add a position for the Orange County Human Rights and Relations Department and <br /> 44 appoint Director Annette Moore to the position. <br /> 45 <br /> 46 Caitlin Fenhagen, Criminal Justice Resource Director, discussed the item and the <br /> 47 benefits that an expanded board would bring to the council's work. <br /> 48 <br /> 49 A motion was made Commissioner Hamilton, seconded by Commissioner Dorosin to <br /> 50 approve the expansion of the board as recommended. <br /> 51 <br />
