31 <br /> 1 Craig Benedict said State statutes give powers to the Cities in annexation. <br /> 2 Commissioner Bedford asked if the City of Mebane is a signatory on WASMBPA. <br /> 3 Cy Stober said no. <br /> 4 Commissioner Bedford clarified that the City could take action regardless of WASMBPA. <br /> 5 Cy Stober said yes. <br /> 6 Commissioner Bedford asked if there is a plan in place if road improvements are needed <br /> 7 in an area that straddles two MPOs. <br /> 8 Cy Stober said Mebane enjoys a very productive working relationship with the County on <br /> 9 transportation matters. <br /> 10 Craig Benedict said the Comprehensive Transit Plan is a join effort, adopted by local <br /> 11 MPOs, and is consistent to what would be needed to make road improvements. He said the <br /> 12 Department of Transportation (DOT) is still part of the process for roadway impacts, and <br /> 13 meeting certain criteria in Mebane is the same as meeting criteria in Orange County. <br /> 14 Commissioner Bedford said she read the Buckhorn Area Plan last night, and expanding <br /> 15 area B makes sense to her. She said Orange County has locally designated critical areas for <br /> 16 the watershed, which are not in the plan. She asked if clarification could be provided on this, as <br /> 17 it could remove area D altogether. <br /> 18 Craig Benedict said he could speak on that at a future meeting. He said Orange County <br /> 19 went beyond what the state designates as critical areas. He said there is a County policy to <br /> 20 focus growth on a 10% area of watershed and allow 70% impervious surface. He said this <br /> 21 growth is focused around the interstates. He said Mebane can use Orange County's system or <br /> 22 use its own. <br /> 23 Commissioner Bedford asked if part of area B had been gifted to a non-profit. <br /> 24 Cy Stober said the Hillsborough Youth Athletic Association is working with a non-profit <br /> 25 on about on a 25-35 acre wedge in this area. He said he does not yet know the details of this <br /> 26 partnership, but will include it on future maps. <br /> 27 Commissioner Bedford said she shares some of Commissioner Greene's concerns <br /> 28 about transitioning the area near the school. She said there is mention of a new zoning area, <br /> 29 and asked if clarification could be provided. <br /> 30 Cy Stober said the council of governments drafted a document so that Mebane could <br /> 31 develop a similar structure to Orange County for industrial zoning. <br /> 32 Craig Benedict said local ordinances are being compared side by side to insure proper <br /> 33 development. He said whether annexation occurs early or late, the land development standards <br /> 34 do not want to be changed dramatically. <br /> 35 Commissioner Bedford said there may be a nature preserve around Seven Mile Creek, <br /> 36 and asked if this could be included on maps. She said it would be good to have all potential <br /> 37 items on the map, both development and items that could benefit the community. <br /> 38 Craig Benedict said he would show where the existing nature preserves are. <br /> 39 Commissioner McKee said the original thinking was for the EDD to focus growth along <br /> 40 the interstate. <br /> 41 Craig Benedict said these areas along the interstate were designated for commercial <br /> 42 industrial transition activity nodes in 1981. He said the change was made to EDDs in the <br /> 43 1990s, and the land was pre-zoned at that time. He said this allowed EDDs to be close to <br /> 44 transportation corridors. He said the County owns the school site, and recreation area next to it. <br /> 45 He said Medline took 176 acres, and there is interest in the flea market. He said interest is <br /> 46 coming around. <br /> 47 Commissioner McKee referred to the current parcels in the existing EDD, and asked if <br /> 48 anyone has ever been forced to sell land in an EDD. He said zoning does not force someone to <br /> 49 accept an offer. <br /> 50 <br />
