As such, this area is subject to the Falls Lake Watershed Rules (which are <br /> implemented throughout the watershed, which covers much of northern and east- <br /> central Orange County). <br /> The original watershed maps were adopted in the 1980's and updated in 1994. In June <br /> 2010, the BOCC approved a few watershed critical area amendments in the Upper Eno <br /> watershed. Orange County designated Critical areas in this area are five times larger <br /> than what the state requires. (Please see comparison map) <br /> The Efland Mebane Small Area Plan (developed by residents, and elected officials and <br /> an implementation focus group) suggested and approved by BOCC to proceed, the <br /> reanalysis of our critical area north of the interstate, in and around Efland. <br /> Since there was no state mandated regulatory basis for the size and shape of our <br /> critical area in this location, and no future reservoirs planned in the area, the <br /> methodology of our critical area was refashioned using a stream order system (up to a <br /> fifth order stream) and buffers. This created a new way to address the critical area in <br /> the absence of a Seven Mile Creek reservoir (a future water supply originally identified <br /> in planning studies in the 1970's and early 1980's). This stream order system logically <br /> changed the shape of the watershed map and some critical designations areas to south <br /> of the interstate. <br /> 6 <br />
