Supplemental Questions/Information from CFE and Staff <br /> re Efland Station Project <br /> A. What is the process for a Conditional Use Zoning application <br /> Conditional Zoning applications are reviewed in accordance with the provisions of <br /> Section 2.9.2 of the UDO and adhere to the following cadence of review: <br /> 1. Conditional Zoning requests require the holding of a pre-application <br /> meeting so that staff and the applicant can discuss the nature of the <br /> project and identify concern(s). 2 pre-application conferences were held, <br /> which staff expressed concern over aspects of the proposed development <br /> (i.e. signage, concerns over the size of the proposed travel center, <br /> potential fuel storage concerns, discussion of stormwater management, <br /> concerns over traffic impacts, etc.). These meetings occurred within June <br /> and early July of 2020; <br /> 2. A complete application package is submitted containing the following: <br /> a. Complete application packet with appropriate signature(s); <br /> b. A site plan prepared in accordance with the provisions of <br /> Section 2.5 of this Ordinance, except for Master Plan <br /> Development (MPD)-CZD applications. MPD applications are <br /> required to submit a Master Concept Plan consistent with the <br /> provisions of Section 6.7 of the UDO; <br /> c. A detailed description of the proposed use of property including <br /> an outline of the proposed development; <br /> d. A detailed traffic survey, regardless of the estimated number of <br /> trips per day, prepared in accordance with all applicable North <br /> Carolina Department of Transportation (NC DOT) requirements <br /> or standards as well as Section 6.17 of this Ordinance; <br /> e. The appropriate Environmental Document prepared in <br /> accordance with Section 6.16; <br /> f. A landscape plan showing the location of on-site significant <br /> trees; proposed screening, buffers, and landscaping; and any <br /> proposed treatment of any existing natural features; <br /> g. A summary of utility services, including processing of <br /> wastewater. For Home Park (HP) CZD, the utility service plan <br /> 1 <br />
