289 <br /> Article 6: Development Standards <br /> Section 6.17:Traffic Impact Analysis <br /> 6.17.2 Applicability <br /> (A) Except as provided herein,a traffic impact study shall be required for all special use <br /> permits,subdivisions,CZ-Conditional District applications,and site plans that meet the <br /> following criteria: <br /> (1) Special Use Permit:Estimated traffic generated by the permit exceeds 800 <br /> trips/day. <br /> (2) Subdivision: Contains 80 or more dwelling units or the estimated traffic <br /> generated by the subdivision exceeds 800 trips/day. <br /> (3) SZ—Conditional District Application: Estimated traffic generated by the <br /> development exceeds 800 trips/day. <br /> (4) Site Plan: Estimated traffic generated by the development exceeds 800 <br /> trips/day. <br /> (B) Orange County may require any special use permit,subdivision, Conditional District <br /> application,or site plan application to be accompanied by a traffic impact study when a <br /> road capacity or safety issue exists. If one is required,the County will notify the <br /> applicant of the reason for the requirement. <br /> (C) If the project is reviewed as a Ce rlitinn^'I Isp Distri^'or MPD-SZCD or MPD-RB-CZ, <br /> only one traffic impact study is required for speGia' use permit^•Master Plan approval <br /> unless revisions are proposed that would increase traffic or change access. <br /> 6.17.3 Exemptions <br /> (A) Special use permits,subdivisions with 80 or more dwelling units,or site plans that will <br /> generate traffic in excess of 800 trips/day may be exempted from the requirements to <br /> prepare and submit a traffic impact study in accordance with the following: <br /> (1) If a traffic impact study has previously been prepared for this particular project or <br /> development and there is to be no change in land use or density that would <br /> increase travel and no change in access to the external street system,or <br /> (2) Material is submitted to demonstrate that traffic created by the proposed <br /> development or subdivision,when added to existing traffic,will not result in a <br /> need for transportation improvements. <br /> (B) The Planning Director shall review material submitted in support of an exemption and <br /> will determine from that material whether or not to grant the exemption. <br /> (C) If an exemption is granted,documentation of the exemption will be submitted as part of <br /> the staff recommendation. <br /> 6.17.4 Scoping Meeting <br /> (A) Prior to the preparation of the traffic impact study,a scoping meeting shall be held, <br /> including the planning staff,the applicant,and the preparer of the study. <br /> (B) The discussion at this meeting should set the study parameters, including the following: <br /> (1) Study area, <br /> (2) Planned and committed roadway improvements(by NCDOT or others), <br /> (3) Road links and intersections to be analyzed, <br /> (4) Preliminary traffic distribution, <br /> (5) Other planned or approved developments to be considered, <br /> (6) Traffic growth rate, <br /> (7) Available data, <br /> Orange County,North Carolina—Unified Development Ordinance Page 6-131 <br />
