220 <br /> Article 5: Uses <br /> Section 5.11:Standards for Waste Management Facilities <br /> (b) The Rehabilitation Plan shall be referred to the Orange County Soil and <br /> Water Conservation District for review and recommendation, in particular <br /> regarding the landscape material specified,the planting and <br /> maintenance proposed to ensure continuous growth and development, <br /> and the acceptability of the proposals for the handling of lakes,ponds, <br /> etc. <br /> (c) The permanent roads,defined as those to be used in excess of one <br /> year,within the fill site shall be surfaced with a dust free material,such <br /> as soil cement,bituminous concrete or Portland Cement concrete. <br /> (d) Roads other than permanent roads shall be treated with dust inhibitors, <br /> to be specified in the Operations Plan,which will reduce to a minimum <br /> the generation of dust from the road surfaces as a result of wind or <br /> vehicular action. Properly operated water wagons are an acceptable <br /> means of dust inhibition. <br /> (e) Where the proposed fill shall take place within 300 feet of a dwelling, <br /> school,church, hospital,commercial or industrial building,public <br /> building,or public land,a security fence at least six feet high shall be <br /> installed. <br /> (f) The Operations Plan and the Rehabilitation Plan shall be coordinated so <br /> that the amount of disturbed land is kept to the absolute minimum <br /> consonant with good practices and so that rehabilitation proceeds in <br /> concert with filling. <br /> 5.11.3 Waste Management Facility, Hazardous and Toxic <br /> (A) Standards for Class A Special i lse Derm Nth'R- Il Conditional Districts <br /> (1) Submittal Requirements <br /> In addition to the information required in Ssection 2.79,the following shall be <br /> supplied as part of the application: <br /> (a) A copy of the application filed with the North Carolina Department of <br /> Health and Human Services for a hazardous waste management facility. <br /> (b) A detailed description of the type facility planned. Included in this <br /> description will be the size of the project,size of the site,the type storage <br /> involved,and the method of permanent disposal anticipated. <br /> (c) Letters from the appropriate agencies that the facility has adequate <br /> protection against fire,vandalism and personal injury. <br /> (d) Survey of floodplain and floodway location on the site plan. <br /> (e) An emergency management plan that has been submitted to the <br /> appropriate North Carolina State agency,and approved. <br /> (2) Standards of Evaluation <br /> (a) All necessary State permits have been applied for and granted to the <br /> applicant. <br /> (b) The description of the type facility planned, including a detailed <br /> description of the type wastes to be stored or disposed of on the site,the <br /> size of the finished project, method of storage or final disposal. <br /> (c) Adequate fire,police and rescue protection can be provided.
