Article 1: Administration 8 <br /> Section 1.4: Planning Director <br /> M(C) Establish Rules of Procedure for the conduct of hearings and other proceedings <br /> before the Board of County Commissioners in exercising responsibilities identified <br /> herein. <br /> {E4L LMake the necessary appointments to the Planning Board and Board of Adjustment. <br /> (E) Provide, by appropriation, funds for the administration of this Ordinance. <br /> 1.3.2 Conflicts of Interest99— <br /> (A) A member of the Board of County Commissioners shall not vote on any legislative <br /> decision regarding a development regulation contained in this Ordinance where the <br /> outcome of the matter being considered is reasonablV likely to have a direct, <br /> substantial, and readily identified financial impact on the member. <br /> (B) A member of the Board of County Commissioners shall not vote on anV zoning <br /> amendment if the landowner of the property subject to the rezoning petition or the <br /> applicant for a text amendment is a person with whom the member has a close <br /> familial, business, or other associational relationship. <br /> SECTION 1.4: PLANNING DIRECTOR <br /> 1.4.1 Responsibilities <br /> (A) The Planning Director, or his/her designee, shall have the responsibility for the <br /> administration, interpretation, and enforcement of this Ordinance. <br /> (B) Within this Ordinance, `Planning Director' is synonymous with the individual actually <br /> serving in that capacity or a designated employee unless otherwise specified. <br /> (C) The Planning Director is an employee of the County hired by and reporting to the <br /> County Manager and shall have the following duties in respect to this Ordinance: <br /> (1) Administering all provisions of this Ordinance for which administrative <br /> responsibilities are not otherwise expressly assigned; <br /> (2) Making interpretations of the provisions of this Ordinance; <br /> (3) Reviewing all applications submitted in accordance with the requirements of this <br /> Ordinance to ensure compliance with the provisions of this Ordinance; <br /> (4) Coordinating County staff's compliance with duties and responsibilities specified <br /> in this Ordinance; <br /> (5) Preparing reports for, submitting recommendations to, and seeking input from, <br /> the Planning Board for all matters for which this Ordinance requires review and <br /> approval by the Planning Board; <br /> (6) Maintaining records of the Planning Board's meetings and actions; <br /> (7) Ensuring the text of this Ordinance and the zoning atlas are modified to reflect <br /> any amendments approved by the Board of County Commissioners and <br /> maintaining up-to-date originals and copies of these documents; <br /> (8) Conducting on-going regular reviews of the text of this Ordinance and proposing <br /> amendments necessary to implement and ensure consistency with the policy <br /> objectives of the County; <br /> (9) Maintaining records of the Board of Adjustment's meetings and actions; <br /> 10 Adoption of conflict of interest standards are now required, pursuant to NCGS 160D-109. <br /> Orange County, North Carolina—Unified Development Ordinance Page 1-10 <br />
