1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 2, 2021 <br /> Action Agenda <br /> Item No. 4-b <br /> SUBJECT: Resolution Recognizing March 3, 2021 as a Day of Reflection, Commemorating <br /> the First North Carolinian Diagnosed with COVID-19 <br /> DEPARTMENT: County Commissioners <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Quintana Stewart, Orange County <br /> Resolution Health Director, 919-245-2412 <br /> PURPOSE: To consider a resolution recognizing March 3, 2021 as a day of reflection, <br /> commemorating the first North Carolinian diagnosed with COVID-19. <br /> BACKGROUND: On March 3, 2020, Governor Roy Cooper identified the first case of COVID-19 <br /> as a person who had traveled to Washington State and was exposed at a long-term care facility. <br /> The second case in NC was identified on March 6, 2020 in a person who had traveled to Italy. By <br /> March 7', NC had five new additional cases. On March 10t", Governor Cooper issued an <br /> executive order declaring a State of Emergency. <br /> As of February 24, 2021, Orange County has administered 26,716 first doses and 17,911 second <br /> doses COVID vaccinations. Frontline Healthcare workers, essential workers, first responders, and <br /> a host of community volunteers continue to work tirelessly to vaccinate the community. <br /> FINANCIAL IMPACT: There is no financial impact associated with consideration of the <br /> resolution. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with consideration of the resolution. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with consideration of the resolution. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Chair to sign the attached resolution recognizing March 3, 2021 as a day of reflection, <br /> commemorating the first North Carolinian diagnosed with COVID-19. <br />
