3 <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> Board of Elections <br /> 5. The Orange County Board of Elections has received additional grant award funds of <br /> $75,000 from the Center for Tech and Civic Life (CTCL), a non-profit organization. The <br /> department received an earlier award of $216,255 from CTCL, approved by the Board of <br /> County Commissioners as part of Budget Amendment#2 on October 20, 2020. Consistent <br /> with the grant requirements, these funds will be used exclusively for the public purpose of <br /> reimbursing costs incurred by the County related to the planning and operational izing safe <br /> and secure election administration in Orange County in 2020. This budget amendment <br /> provides for the receipt of these additional grant funds for the above stated purposes. (See <br /> Attachment 1, column #3) <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals associated <br /> with this item. <br /> Orange County Public Transportation <br /> 6. Orange County Public Transportation (OCPT) has received notification of the following two <br /> (2) CARES Act funding: <br /> • North Carolina Department of Health and Human Services CARES Vaccination <br /> Disbursement — receipt of $27,403 from the North Carolina Department of Health <br /> and Human Services to reimburse the County for trip based services provided to or <br /> from COVID-19 vaccine providers for the purposes of an individual either receiving <br /> a COVID-19 vaccine or assisting someone who is receiving a vaccine. These funds <br /> will cover approximately 500 trips to and from vaccination sites within the County. <br /> OCPT will use primarily its M.O.D. (mobility on demand) fleet to provide trips, and <br /> may augment this effort with larger transit vehicles to maintain appropriate social <br /> distancing, as required by the Centers for Disease Control (CDC) guidelines. Funds <br /> were distributed to North Carolina counties based on the Rural Operating <br /> Assistance Program (ROAP) allocation structure. The funds are for the performance <br /> period of December 30 2020 to June 30, 2021. <br /> • Durham-Chapel Hill-Carrboro Metropolitan Planning Organization <br /> (DCHCMPO) 5307 CARES Act — receipt of an apportioned Coronavirus Response <br /> and Relief Supplemental Appropriation Act (CRRSAA) federal pass-through funds <br />
