Attachment 1 1 1 MINUTES 2 ORANGE COUNTY 3 BOARD OF COMMISSIONERS 4 VIRTUAL RETREAT 5 JAN UARY 22, 2021 6 2:00 p.m. 7 8 The Orange County Board of Commissioners met for a Virtual Retreat on Tuesday, January 9 22, 2021 at 2:00 p.m. 10 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, 12 and Commissioners Amy Fowler, Jean Hamilton, Mark Dorosin (joined at 2:05 p.m.), Sally 13 Greene, and Earl McKee (joined at 2:30 p.m.) 14 COUNTY COMMISSIONERS ABSENT: NONE 15 COUNTY ATTORNEYS PRESENT: John Roberts 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager 17 Travis Myren, Clerk to the Board Laura Jensen 18 (All other staff members will be identified appropriately below.) 19 20 21 Due to current public health concerns, the Board of Commissioners is conducting a Virtual 22 Special Meeting on Friday, January 22, 2021. Members of the Board of Commissioners 23 participated in the meeting remotely. As in prior meetings, members of the public were able to 24 view and listen to the meeting via live streaming video at 25 http://www.orangecountync.gov/967/Meeting-Videos and on Orange County Gov-TV on 26 channels 1301 or 97.6 (Spectrum Cable). 27 28 29 Welcome & Context setting for the Retreat— 30 Chair Price welcomed the attendees, and thanked the planning committee and 31 department staff for making this retreat happen. 32 33 Call to Order 34 Chair Price called the meeting to order at 2:04 p.m. and asked Commissioners to accept 35 a roll call. 36 37 Roll Call ensued. 38 39 Commissioners McKee and Dorosin were not present at the start of the meeting. 40 Chair Price said the focus of the retreat will be 2 pandemics: COVID-19 and racism, and 41 she asked the group to take the risks necessary to bring justice. She said the culture is on the 42 precipice of a brave new world, and needs courage and innovation to move from relief to 43 recovery to resilience. She said she would really like to address racism, and talk about equity 44 and inclusion. She said it is time to face the facts and deal with it. She said impossible to solve 45 all problems in 6 hours, but the Board of County Commissioners (BOCC) can begin with 46 policies, priorities, and how it will impact the budget season that is fast approaching. 47 48 Review agenda & Working agreements 49 Maggie Chotas, Facilitator, said the Chair's words offer a powerful framing for the day, 50 and the two pandemics the group is working in.
