Attachment 1 <br /> 1 <br /> 1 MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 VIRTUAL RETREAT <br /> 5 JAN UARY 22, 2021 <br /> 6 2:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Virtual Retreat on Tuesday, January <br /> 9 22, 2021 at 2:00 p.m. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> 12 and Commissioners Amy Fowler, Jean Hamilton, Mark Dorosin (joined at 2:05 p.m.), Sally <br /> 13 Greene, and Earl McKee (joined at 2:30 p.m.) <br /> 14 COUNTY COMMISSIONERS ABSENT: NONE <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, Clerk to the Board Laura Jensen <br /> 18 (All other staff members will be identified appropriately below.) <br /> 19 <br /> 20 <br /> 21 Due to current public health concerns, the Board of Commissioners is conducting a Virtual <br /> 22 Special Meeting on Friday, January 22, 2021. Members of the Board of Commissioners <br /> 23 participated in the meeting remotely. As in prior meetings, members of the public were able to <br /> 24 view and listen to the meeting via live streaming video at <br /> 25 http://www.orangecountync.gov/967/Meeting-Videos and on Orange County Gov-TV on <br /> 26 channels 1301 or 97.6 (Spectrum Cable). <br /> 27 <br /> 28 <br /> 29 Welcome & Context setting for the Retreat— <br /> 30 Chair Price welcomed the attendees, and thanked the planning committee and <br /> 31 department staff for making this retreat happen. <br /> 32 <br /> 33 Call to Order <br /> 34 Chair Price called the meeting to order at 2:04 p.m. and asked Commissioners to accept <br /> 35 a roll call. <br /> 36 <br /> 37 Roll Call ensued. <br /> 38 <br /> 39 Commissioners McKee and Dorosin were not present at the start of the meeting. <br /> 40 Chair Price said the focus of the retreat will be 2 pandemics: COVID-19 and racism, and <br /> 41 she asked the group to take the risks necessary to bring justice. She said the culture is on the <br /> 42 precipice of a brave new world, and needs courage and innovation to move from relief to <br /> 43 recovery to resilience. She said she would really like to address racism, and talk about equity <br /> 44 and inclusion. She said it is time to face the facts and deal with it. She said impossible to solve <br /> 45 all problems in 6 hours, but the Board of County Commissioners (BOCC) can begin with <br /> 46 policies, priorities, and how it will impact the budget season that is fast approaching. <br /> 47 <br /> 48 Review agenda & Working agreements <br /> 49 Maggie Chotas, Facilitator, said the Chair's words offer a powerful framing for the day, <br /> 50 and the two pandemics the group is working in. <br />
