5 <br /> County's debt requirements to $857,160. Specifically, the Board could choose to eliminate the <br /> conservation easement project budgeted in Year 1 of the CIP and eliminate the Justice Center <br /> generator project. The conservation easement project is funded by $500,000 in debt financing <br /> while the generator project is funded with $450,000 in debt financing. This option would also <br /> require a budget amendment. <br /> Next Steps <br /> Assuming that the library space is constructed and fully functional, it will require an increase in <br /> annual operating costs of approximately$538,000. This new resource may also shift library usage <br /> from the Chapel Hill library to the County's Southern Branch site. Since FY 14-15, Orange County <br /> has contributed $568,139 annually to support library services to Orange County residents who <br /> live outside the municipal limits of the Town of Chapel Hill. When the Southern Branch Library is <br /> open, County staff will evaluate the impact the new branch has on the demand for services at the <br /> Chapel Hill Library. This analysis will inform funding decisions that will be necessary to operate <br /> the Southern Branch Library. <br /> FINANCIAL IMPACT: The financial impacts of the Options are as follows <br /> • Options #1 and #2 would impact future operating budgets with an increase of $6,000 to <br /> $12,000 to accommodate the leasing of additional parking. <br /> • Option #3, which involves the shell out of the Library, would also defer $537,668 in <br /> anticipated library operating costs <br /> • Option #4 would increase the County's debt by $1,807,160 and debt service payments by <br /> up to $160,000. <br /> • Option #5 would increase the County's debt by $857,160 or up to $85,000 in debt service <br /> payments by eliminating $500,000 in conservation easements and $450,000 for Justice <br /> Center Generator currently budgeted in Year 1 of the CIP. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br />
