<br />January 3, 1961
<br />The Orange County Board of Commissioners met in regular session on Tuesday, January 3,
<br />1961, at ten o'clock a.m. in the Commissioners' room at the courthouse in Hillsboro, 17. C.
<br />Members present: Chairman Donald Stanford, Commissioners, Harvey D. Bennett, Clarence
<br />Jones, Donald McDade and Henry Walker.
<br />Members absent: None
<br />The minutes o£ the December' 5th meeting were read by the Clerk and approved by the Board.
<br />Chairman Stanford read a letter from Alex 1, 6ahon, Secretary of the North Carolina
<br />Commissioners Association. Said letter set forth the dues which had been allotted as Orange
<br />County's share of the Association expense. Upon motion of Commissioner McDade, seconded by
<br />Commissioner Bennett, the County Accountant was authorised to pay these dues.
<br />The folloring Department officials presented reports for the month of December, 1960.
<br />Cashe Boggs, County Dog Viarden E. M. Lynch, Clerk of Court
<br />Jane Parker, Tielfare Supt.
<br />Annual reports were presented by Sherman Shelton, Negro Farm Agent, Mrs. Bonnie
<br />Davis, Negro Home Demonstration Agent, Don Matheson, Farm Agent, Ed Barnes and Cyrus Green;
<br />Asst. Farm Agents, Miss Jessie Trowbridge, Home Demonstration Agent and Mrs. Evelyn Raper,
<br />Asst. Home Demonstration Agent. Each of these department filed with the Board a written
<br />reports of their respective activities during the year 1960.
<br />A. H. Graham, County Attorney, presented the schedule which the Board must follow, in
<br />order, to establish the necessary plans for the forthcoming school bond election which is
<br />being called for on Saturday, March 18, 1961. The clerk was instructed to have published in
<br />"The News of Orange" a notice of intent.
<br />The matter concerning the deed of trust which Orange County has on record against
<br />certain property belonging to Peggy McNair of Chapel Hill was brought to the attention of
<br />the Board. After same discussion on this matter Commissioner Jones made the following
<br />motion which was seconded by Commissioner McDade and unanimously adopted. The County
<br />Accountant was instructed to write Mrs. McNair's la yer that the County mould accept only
<br />full payment of the deed of trust plus the interest as stipulated in said deed of trust.
<br />Mrs. Jane Parker, Supt, of Public Welfare, made her final appearance before the Board.
<br />Chairman Stanford commended her for the excellent work she had done for Orange County during
<br />the ten years she had been Supt. of the Welfare Dept. Chairman Stanford commended her
<br />especially for the good relationship she had developed between the Welfare Dent, and the Board
<br />of County Commissioners.
<br />E. M. Lynch, Clerk of Superior Court, recommended the expired contract with the County's
<br />court reporter be renewed at the rate of $125.00 per week plus expenses. The expenses were
<br />estimated to amount to 530.00 to W.00 per week. A motion to this effect was made by
<br />Commissioner Jones and received a second from Commissioner Bennett. Chairman Hobbs called for a
<br />vote and there were 5 ayes and 0 Hayes.
<br />A. H. Graham, County Attorney, Joseph Johnston, Supt. of the Chanel Hill School System,
<br />G. Paul Carr, Supt. of the County School System and the members of the County Board of Education
<br />were present at the afternoon session. wr. Johnston reported that an agreement had been
<br />reached between the County School Unit and the Chapel Hill School Unit concerning the
<br />division of the proceeds of the proposed bond issue. The funds would be divided as follows:
<br />County Unit ".660,000.00 Chapel Hill Unit 58$0,000.00
<br />The Commissioners after considerable discussion of this proposed division accepted the
<br />recommendation of the Boards of Education.
<br />Mr. Graham took the figures of the agreed division for the purpose of incarcerating them
<br />into a formal resolution which will be prepared by the Bond Attorneys and which mould later be
<br />returned to this Board and the School Boards for formal action.
<br />The Board of County Commissioners and the County Board of Education then held a joint
<br />session for the purpose of appaintin3 one person to a three (3) year term on the County A.B.C.
<br />- Board. The name of D. D. Carroll, a present member of the A.H.C. Board, was offered as a nominee,
<br />to fill the three (3) year term commencing at the expiration of his present term. A second was
<br />offered to this nomination and anon a vote there were 9 ayes and 0 noes. Mr. Carroll was
<br />then declared elected.
<br />On motion of Commissioner, Bennett, seconded by Commissioner McDade, the following
<br />resolution was unanimously adopted:
<br />yHffBEAS, this Board has been requested by the Chapel Hill City Adinistrative Unit and by
<br />- the Board of Education of Orange County to issue school bonds in the amount of $1,500,000:
<br />NOW, THEREFORE, in pursuant of said resolutions the Clerk to. this Board is authorized
<br />and directed to insert in the issues of January 5 and 12, 1961, of The News of Orange County,
<br />the following resolution, to-writ:
