19 <br /> County's Comprehensive Plan Future Land Use Map, application of County zoning, and a <br /> coordinated approach to rezoning. <br /> The subject parcel is outside of the Town's Urban Service area. Consistent with COCA, <br /> the Town may not extend utilities outside the service area. The applicant approached the <br /> Town in 2012 about moving the Urban Service boundary to include this parcel. In <br /> recommending approval of COCA, Hillsborough's planning board supported the concept <br /> of amending the boundary but no action was taken to do so. Public <br /> utilities (i.e. water and sewer) would only be available if the property owner sought <br /> voluntary annexation into the Town and the WASMPBA Primary Service Area boundary <br /> is amended to include the parcel. In analyzing this request, the Planning Director offers the following: <br /> 1. The application is complete in accordance with the requirements of Section 2.8.3 of the <br /> UDO; <br /> 2. The Commercial Industrial Transition Activity Node (CITAN) is defined within the adopted <br /> Comprehensive Plan as: <br /> Land near major transportation routes that could be provided with public <br /> water and wastewater services and is appropriate for retail and other <br /> commercial uses; manufacturing and other industrial uses; office and <br /> limited (not to exceed 25% of any Node) higher density residential uses. <br /> 3. The property is not eligible for service by public water and wastewater services based on <br /> the Town of Hillsborough/Orange County Central Orange Coordinated Area (COCA) <br /> Land Use Plan and the Water and Sewer Management, Planning and Boundary <br /> Agreement (WASMPBA). As a result, extension of CITAN is not viable at this time as the <br /> parcel is ineligible for public water and wastewater services; <br /> 4. The requested rezoning, while potentially representing a logical extension of existing GC- <br /> 4 general use zoning as well as a logical extension of the CITAN land use category <br /> along NC Highway 86, is inconsistent with applicable planning document(s) are detailed <br /> herein. <br /> Public Notifications: In accordance with Section 2.8.7 of the UDO, notices were mailed via first <br /> class mail to property owners within 1,000 ft. of the subject parcels providing the date/time of the <br /> Planning Board meeting where the proposal is to be reviewed. These notices were mailed on <br /> February 16, 2021, 15 days before the Planning Board meeting. Staff also posted the subject <br /> parcel with signs indicating the date/time of the Planning Board's review of the rezoning request <br /> on February 19, 2021, 12 days before the Planning Board meeting. <br />
