The plans and specifications will be prepared in general <br /> accordance with EPA, OSHA, and State of North Carolina regulations. <br /> Task 2—Air Monitoring/Clearance Testing Services <br /> During asbestos removal activities, ECS will perform air monitoring to inspect the work area integrity, <br /> check the critical barriers, inspect decontamination and load out areas, visually inspect negative air <br /> machines and document differential air pressure from manometer readings, and review the contractor's <br /> permit, documentation and worker accreditations. <br /> Air monitoring ensures that during asbestos removal, the contractor's site controls are not impacting <br /> adjacent areas or floors. Daily air sampling will be performed in general accordance with the National <br /> Institute of Occupational Safety and Health (NIOSH) Method 7400 using optical Phase Contrast <br /> Microscopy(PCM). This method of measuring airborne asbestos in buildings was developed by NIOSH in <br /> conjunction with the Occupational Safety and Health Administration (OSHA) asbestos exposure standards <br /> for the workplace. This method cannot distinguish asbestos fibers from non-asbestos fibers and is not <br /> sensitive to fibers with diameters less than 0.2 micrometers. <br /> Based on the requirements of State of North Carolina, Health Hazard Control Unit regulations, clearance <br /> air sampling will be performed using Transmission Electron Microscopy (TEM) based on the quantity of <br /> VCT and associated mastics to be removed and re-occupancy of the building. PCM cannot distinguish <br /> asbestos fibers from non-asbestos fibers and detect fibers less than 0.2 micrometers in diameter. <br /> Clearance air samples are the last set of air samples collected and analyzed prior to the abatement <br /> contractor's removal of the decontamination unit from the work area. ECS has estimate a budget number <br /> for TEM air samples but will confirm this when asbestos removal schedule is finalized. <br /> Task 3- Designers Final Review/Report <br /> Review of Submittals <br /> ECS will review pre-job and post-job submittals during the project and any written requests provided to <br /> the designer. <br /> Final Review <br /> At completion of abatement activities, the designer will perform a final walk through of the building <br /> documenting removal of ACM per Office of State Construction requirements.
