Status of Orange County 2004-2010 Priority List (Div. 7) <br />INFORMATION CONTACT: <br />Craig Benedict Ext. 2592 <br />Karen Lincoln Ext. 2594 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane (336)227-2031 <br />PURPOSE: To consider endorsing a list of priority transportation projects in Orange County for <br />the North Carolina Department of Transportation (NCDOT) 2006-2012 Transportation Improvement <br />Program (TIP) and for the Durham-Chapel Hill-Carrboro Metropolitan TIP (MTIP). <br />BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a multi- <br />year State Transportation Improvement Program (STIP) that specifies needed transportation <br />improvements across the state. The process starts with local jurisdictions drafting local <br />transportation priority lists. Federal and state regulations provide for public input into the process. <br />"The Transportation Improvement Program contains funding information and schedules for the <br />State Transportation Divisions including Highways, Aviation, Enhancements, Public Transportation, <br />Rail, Bicycle and Pedestrian, and the Governor's Highway Safety Program", and is the major tool <br />for implementation of locally adopted transportation plans. <br />Orange County, over the past five years, has endorsed four planning documents that recommend <br />options for transportation improvements to address current and future transportation needs: <br />• A Bicycle Transportation Plan <br />• Recommendations of the Economic Development Transportation Work Group <br />• Access Management Awareness Project & Report for Orange Grove Road <br />• Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC) 2025 Long Range <br />Transportation Plan <br />Attachments 1 and 2 contain draft Priority Lists containing options for the Board's consideration and <br />modification. <br />Orange County's priority transportation needs list for NCDOT Division 7 has two sections. One <br />section deals with selected projects within the Durham-Chapel Hill-Carrboro Metropolitan Planning <br />Organization (DCHC) planning boundary. The second section deals with projects in the remaining <br />
