9 <br /> WHEREAS, students who meet regularly with their mentors are more than 52 percent less <br /> likely than their peers to skip a day of school, and youth who face an opportunity gap and have <br /> a mentor are 55 percent more likely to be enrolled in college than those who without a mentor; <br /> and <br /> WHEREAS, youth who meet regularly with their mentors are 46 percent less likely than their <br /> peers to start using drugs and 27 percent less likely to start drinking; and <br /> WHEREAS, almost half of adults today report having a mentor in their youth and those rates <br /> appear to have been rising steadily over the past several decades, and <br /> WHEREAS, National Mentoring Month is the time of year to celebrate and promote mentors, <br /> mentees and the mentoring movement; <br /> NOW, THEREFORE, BE IT RESOLVED, that the Orange County Board of County <br /> Commissioners does hereby proclaim January 2021 as National Mentoring Month in Orange <br /> County and encourages members of the community to elevate and encourage mentoring <br /> throughout our county, the state and the nation for the sake of our younger generations and the <br /> future. <br /> This the 19th day of January, 2021. <br /> Renee Price, Chair <br /> Orange County Board of Commissioners <br /> A motion was made by Commissioner Bedford, seconded by Commissioner Hamilton to <br /> approve the Proclamation designating January 2021 as National Mentoring Month in Orange <br /> County and authorize the Chair to sign the proclamation. <br /> Roll call ensued <br /> VOTE: UNANIMOUS <br /> Commissioner Bedford introduced Sonia Frischemeier, Vice President-External Affairs, <br /> Mentor NC. <br /> Sonia Frischemeier said Dr. Corbett is an example of what young people can achieve <br /> from North Carolina school systems. She said she would like for students falling through the <br /> cracks to have the same type of opportunities. She said various mentors helped Dr. Corbett, <br /> and she also had support from her family. She said pre-COVID, 1 in 3 students did not have <br /> this type of guiding hand, and she can only imagine what it is like now. She said there is so <br /> much work to do to make sure our young people do not fall through the cracks. <br /> d. Presentation of Comprehensive Annual Financial Report for FYE 6/30/2020 <br /> The Board received the Comprehensive Annual Financial Report (CAFR) for the fiscal <br /> year which ended June 30, 2020. <br /> Gary Donaldson, Chief Financial Officer, introduced the item and recognized speakers <br /> Tim Lyons, auditor with the firm Maudlin and Jenkins. He said the County received the GFOA <br /> award for excellence in reporting. <br />
