Reconvene the Continued Public Hearing from the December 15, 2020 —Virtual <br /> Business Meeting — Item 5-b Zoning Atlas Amendment: Master Plan Development <br /> Conditional Zoning District (MPD-CZ) for Efland Station (Formerly Beaver <br /> Crossing) <br /> Chair Price reviewed the following: <br /> BACKGROUND: <br /> On August 7, 2020 a Zoning Atlas Amendment application was received proposing to rezone 2 <br /> parcels, further identified utilizing Orange County Parcel Identification Numbers (PIN) 9854-16- <br /> 1576 and 9854-36-3711. Specifically, Buc-ee's Limited is seeking to rezone 2 parcels totaling <br /> approximately 104 acres to Master Plan Development Conditional Zoning (MPD-CZ) district. As <br /> indicated herein, due to the size of the application, it is available electronically on the County <br /> website at: https://www.orangecountync.gov/1722/Current-Interest-Projects. This was a <br /> continuation of the public hearing on the application from December 15, 2020. <br /> Chair Price reviewed that the Board of County commissioners received the Planning <br /> Board/staff recommendation and opened the public hearing at the December 15t" meeting. The <br /> Board was asked to reconvene the continued public hearing, receive public comments, and then <br /> continue the public hearing to January 12, 2021. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1. Reconvene the continued public hearing; <br /> 2. Hear from the scheduled speakers; <br /> 3. Continue the public hearing to January 12, 2021 at 7:00 pm; and <br /> 4. Remind the public that anyone may continue to provide written comments to all <br /> Board members by sending an email to ocbocc@orangecountync.gov <br /> A motion was made by Commissioner McKee, seconded by Commissioner Greene <br /> to continue the public hearing from December 15, 2020 and open the floor for public comment. <br /> Roll call ensued. <br /> VOTE: UNANIMOUS <br /> PUBLIC COMMENT: <br /> Kaye Brown said she is a licensed contractor and horse farm owner close to the <br /> proposed Buc-ee's site, and feels that the data presented in the proposal is inaccurate. She <br /> said the majority of Buc-ee's business must come from the sale of a large amount gasoline. <br /> She said Buc-ee's will also employ people in low wage jobs that typically have high turnover <br /> rates. She said residents of Efland are not looking for these type of jobs, as most are older and <br /> well educated. She said Efland is a well-established and committed community, made up of <br /> many African American homeowners. She urged the Board of County Commissioners (BOCC) <br /> to deny the rezoning request. <br /> Melissa Marsh said she has lived in Efland for a long time, and is stunned that the <br /> BOCC is even considering the Buc-ee's proposal. She said this proposal is in conflict with the <br /> area plan, and urged the Board of Commissioners to deny the rezoning request, based on the <br /> possible impact on the community's character due to public safety issues, environmental <br />
