1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: February 16, 2021 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Lease of Land for the High Rock Waste and Recycling Center <br /> DEPARTMENT: Solid Waste <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Lease Robert Williams, 919-918-4904 <br /> PURPOSE: To authorize entering into and the execution of a twenty (20) year lease of land for <br /> the High Rock Road Waste and Recycling Center. <br /> BACKGROUND: The Capital Improvement Plan for Orange County Solid Waste has had <br /> improvements to the High Rock Road Waste and Recycling Center scheduled to include the <br /> modernization of the High Rock Road Center. The High Rock center is currently located on leased <br /> property, with the lease set to expire in 2023. The County has leased this property since 1987. <br /> Prior to beginning the renovation and improvement of the Center, the Department of Solid Waste <br /> Management (Department) is requesting approval of a twenty (20) year lease of the land. <br /> FINANCIAL IMPACT: The current lease rate is $610 per month with a monthly increase of $20 <br /> per month scheduled each year. With the additional improvements, the property owner has <br /> requested a rate increase. The new lease rate is $1,312.50 per month for the twenty (20) year <br /> term, for a total lease cost of $315,000. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of environmental <br /> laws, regulations, policies, and decisions. Fair treatment means that no group of people <br /> should bear a disproportionate share of the negative environmental consequences <br /> resulting from industrial, governmental and commercial operations or policies. <br /> Orange County seeks to create, preserve, and protect a natural environment that includes clean <br /> water, clean air, wildlife, important natural lands, and sustainable energy for present and future <br /> generations. <br />
