4 <br /> 1 housing coordinator on staff to coordinate and facilitate the work; and <br /> 2 <br /> 3 WHEREAS, even given the difficult circumstances of the pandemic, the program has <br /> 4 opened its first apartment, and it has reached its $675,000 goal for the first three <br /> 5 apartments and is working toward the fourth; and <br /> 6 <br /> 7 WHEREAS, the rationale for this "scattered housing" approach is based on extensive <br /> 8 research conducted at Ms. Heaney's behest by Professor Rebecca Macy and a team <br /> 9 from the UNC School of Social Work; and <br /> 10 <br /> 11 WHEREAS, the "scattered housing" approach shares overlapping goals with Orange <br /> 12 County's practice of"rapid rehousing" for people experiencing homelessness, and Ms. <br /> 13 Heaney has worked in collaboration with the Partnership to End Homelessness on the <br /> 14 issue of housing; and <br /> 15 <br /> 16 WHEREAS, Ms. Heaney is leaving the Compass Center on January 31, 2021 to return <br /> 17 to New Orleans for a new professional opportunity; <br /> 18 <br /> 19 NOW THEREFORE we, the Orange County Board of Commissioners, do hereby <br /> 20 recognize and express deep appreciation, gratitude, and respect for Cordelia Heaney for her <br /> 21 dedicated leadership and her service to the people of Orange County, and we wish her all the <br /> 22 best in her future endeavors. <br /> 23 <br /> 24 This the 19th day of January, 2021. <br /> 25 <br /> 26 Renee Price, Chair <br /> 27 Orange County Board of Commissioners <br /> 28 <br /> 29 A motion was made by Commissioner Greene, seconded by Commissioner Bedford to <br /> 30 approve the Proclamation recognizing and expressing appreciation to Cordelia Heaney for her <br /> 31 service to the people of Orange County and wishing her well in her future endeavors, and <br /> 32 authorize the Chair to sign the proclamation. <br /> 33 <br /> 34 Roll call ensued <br /> 35 <br /> 36 VOTE: UNANIMOUS <br /> 37 <br /> 38 Cordelia Haney expressed gratitude for the County's support in moving towards <br /> 39 economic equity and reduction in domestic violence. She said she hoped for continued support <br /> 40 for Gillian Hare and Susan Friedman, during the transition. She said she is so proud of the <br /> 41 work that has been done, and thanked the County for the honor. <br /> 42 Gillian Hare expressed her appreciation for Cordelia Heaney, and all of her <br /> 43 accomplishments. She said Cordelia Heaney believes in an empowerment model and array of <br /> 44 services. She said she will be greatly missed, and she is so proud of the work that has been <br /> 45 done. She thanked the County Commissioners for providing this honor. <br /> 46 Susan Friedman said she is very grateful for getting to work with Cordelia Haney. She <br /> 47 said the progress made is amazing, and especially highlighting gender based violence. She <br /> 48 said the work is not done, and the Compass Center will continue striving in its efforts. She <br /> 49 thanked the County for honoring Cordelia Haney. <br /> 50 Chair Price echoed the comments above, and wished Cordelia Haney well. <br /> 51 <br />
