The EMS Directors assessment ie that multi-hazaM plans within EMS are adequate, however, <br />there is II¢le or no planning coordination being done behveen the County end'Ra partners such <br />as the Towns of Chapel Hill antl Canboro, the school disttlcts, [he University, UNC Hospitals, <br />utlliry companies, OWASA, DOT, and other agencies. <br />Also [he County currently is not contlucting treining within County departments in executing <br />these plans, which leatls to confusion in tlmes of need. Also, [here ere some types of hazeNOUs <br />situations for which Yhere ere not adequate plans in place, such as nuclear site accidenLS. The <br />creation of this position would ensure comprehensive planning, coortlinagon among the <br />respective organizations, and adequate tmining in carrying outlhese plans. <br />Emergency Management planning must be ongoing to ensure the reatliness of all <br />departments, towns, antl ether agencies Mat must wme together as one to respond to the <br />neetls of the ckizens. <br />Job Functions <br />The proposed postion will have the following lob functions: <br />• Update multi-hazsN plan <br />• Develop county tlepartmentel plenam etltlress disasters by itlenfdying and assigning <br />essental tasks to specific tlepartment. <br />• Develop stantlartl opereting procequres <br />• Conduct County Emergenq!Multi-hazaM tmining <br />Coodinate plane andtreining with fawns and other agencies <br />Contluct public education antl emergenq/tlisastar preparedness training courses and. <br />seminars for the 9eneml public [o promote seN-suffmiency. <br />• Apply forfetleml grants. administer awartletl projects and prepare progress reports. <br />Projected Outcomes <br />Improve the response W citizens during emenJency/tlisaster events and deliver a higher <br />level of service <br />Improve government's ability to meetneetls of citizens througM1 Planning, tmining, team <br />builtl'mg antl enhanced public awareness and eduwfion on emeryencyldisaster <br />preparetlness, whlM will serve tc lessen the tremendous impacts on victims' lives end <br />reduce the post impact tmuma. <br />Complete department's basic multi-hazaM plan integrating ell functions necessary to <br />address disasters by identifying essential. tasks antl assigning tM1OSe tasks tc specific county <br />departmen'a antl agencles- <br />Develop s+antlard operating procetlures for County departments cRing speck tasks M <br />follow during a disaster <br />Provitle mu10-hezartl tmining for County departments. <br />Coordinate training between County, towns, school systems, hospital, univers'dy, utllkies, <br />OWASA, DOT, antl oMer agendas to improve the response capability antl coodination In <br />emergency situations. <br />Ensure plans for county, towns, school systems, and other agencies are compa4ble, thus <br />provitling wntinuity in service to Me affected citizens. <br />
