206 <br />Two letters from Clyde C. Carter, Secretary of the Board of Elections, concerning pay of <br />election officials and the other concerning registration of University students in the Chapel Hill <br />area were read by the Chairman. A discussion arose concerning the items mentioned in Mr. Carter's <br />letters. The County Accountant was directed to arrange a conference between the Board of Commissioners <br />and the Board of Elections, it possible, for Tuesday, January 3, 1961, in the afternoon, in order, <br />that these matters might be fully discussed. <br />A. H. Graham, County Attorney, requested the Board of Commissioners to settle the tax claim <br />on land owned by the Orange Trust Company by allowing him to pay five (5) years back taxes on <br />this land based upon a valuation to be determined by public sale of the land. A motion to this <br />effect was made by Comniasioner Talker and received a second from Commissioner Jones. Upon a vote <br />there were 5 ayes and 0 noes. <br />The Board directed the County Attorney to proceed with arrangements for a February bond <br />election by contacting the New York Bond Attorneys. Tne actual date of this election has not been <br />set. <br />The Board declared Saturday, December 24th; Monday, December 26th and Tuesday, December 2M, <br />as Christmas Holidays for all County employees. Monday, January 2nd, was declared as the New <br />Year Holiday. The next regular session of the Board of Commission will be on Tuesday, January <br />3, 1961. <br />T. A. Burton, L. A. Painter and C. D. Walter, representatives of the State Highway Commission, <br />presented a summary of the road work accomplished by their department in Orange County during <br />the past construction season. A copy of this summary is on file with the records of this meeting. <br />At the conclusion of their summary Mr. Burton reported a new point system for paving priority <br />is being set up and will be presented to the Board in the late winter or early spring. <br />G. Paul Carr, Supt. of the County Schools, spoke with the Board about someone or agency <br />assumming the responsibility of getting before the public the reasons why the forthcoming school <br />bond issue is necessary and must be passed. It was agreed the Boards of Education would assume <br />this responsibility. <br />Commissioner Walker moved that L. J. Phipps be re-appointed as Judge of the Recorder's <br />Court and that F. Lloyd Noell be re-appointed as Solicitor. Commissioner Bennett seconded this <br />motion. There were 5 ayes and 0 noes. The motion was declared passed by Chairman Stanford. <br />E. E. Sykes, Chief Deputy Sheriff, appeared to request salary adjustments be made for <br />Deputy Sheriffs, Avery Maddry and C. W. Riley. Sheriff Knight made a similar request after <br />Chief Deputy Sykes had left. This question which had been presented to the Board on several <br />occassions was again discussed at length. <br />Commissioner Talker moved that the two deputies be raised to the next step on the pay plan <br />effective January 1, 1961. Commissioner McDade gave a second to this motion. Chairman Stanford <br />called for a vote.
