<br />The Orange County Board of Commissioners met in regular session on Monday, December 5, 1960,
<br />at ten o'clock a.m. in the Commissioners' room at the courthouse in Hillsboro, N. C.
<br />Members presentr Chairman R. J. d. Hobbs, Commissioners, Donald MpDade, Clarence Jones,
<br />Henry Walker, Donald Stanford and Commissioner-elect, Harvey D. Bennett.
<br />Members absent. None
<br />The minutes of the November 7th meeting were read by the Clark and approved by the Board.
<br />Sim Efland, former Board member, wan present and he paid tribute to the work being done by
<br />the present Board and expressed to Dr. Hobbs his appreciation for his guidance to him (Mr. Efland)
<br />while he was a member of the Board. He wishes for Dr. Hobbs in his retirement years of peace
<br />and success and contentment in his knowledge that he had served the people of Orange County well.
<br />Each member of the Hoard paid tribute to Dr. Hobbs in expressions of their appreciation for the
<br />service rendered to them personally and otherwise. They stated his wise counsil would be indeed
<br />missed. `
<br />Commissioner Jones presented a resolution in memory of Rainey Roberts. The Clerk was
<br />directed to make same a part of the minutes of this meeting and also requested to have the
<br />Sheriff or a member of the Sheriff's Department deliver a copy of said resolution personally to
<br />Mrs. Roberts.
<br />WHS"MS,the life of Rainey Roberts came to a tragic and on November 17, 1960; and whereas,
<br />Rainey Roberts was an officer of the law in Orange County for thirty (30) years; and whereas,
<br />during most of thosmyears he was Jailer and Deputy Sheriff for Orange County,
<br />BE ST ABSOLVED, that the Commissioners of Orange County recognize the fact that during
<br />his long tenure said Rainey Roberts did serve the people of Orange County faithfully and well
<br />and did execute his duties with diligence, courage, and resourcefulness and being always fair
<br />and honest he did gain the respect of even those he arrested and prosecuted.
<br />TM WORE, let this resolution be recorded in the minutes of the Orange County Commissioners'
<br />Minute Docket and a copy be delivered by personal courier to the family.
<br />E. M. Lynch, Clerk of Court, administered the oath of office to Donald Stanford and
<br />Harvey D. Bennett. They then took their seat as a member of the Orange County Board of Commissioners.
<br />Sam Gattis, County Accountant, presented to Dr. Hobbs a silver bowl from the Board members
<br />and the Clerk. -?
<br />The Board members proceeded to elect by secret ballot a new Chairman. Donald Stanford was
<br />elected Chairman to serve a term of one (1) year.
<br />A discussion arose concerning the election of a Vice Chairman. The opinion of the group was
<br />to wait until appropriate legislation could be enacted before proceeding with this matter.
<br />Upon motion of Commissioner Walker, seconded by Commissioner McDade, and unanimously adopted
<br />the following resolution was adopted.
<br />WHEREAS, this Board has just witnessed the retirement of one of its former members, Dr.
<br />R. J. M. Hobbs, from public service, and it is most fitting that we, the present Board, do insert in
<br />the minutes of this meeting our felling of loss and regret that we will no longer have the privilege
<br />of being officially associated with Dr. Hobbs. Ve feel that we are not only expressing our con
<br />feelings but the unanimous opinion of the citizens of Orange County in adopting the following!
<br />"RESOrI'ED by the Board of Commissioners of Orange County that since the first Monday in
<br />December, 1952, Dr'. R. J. M. Hobbs has rendered a distinct service to the County. During this
<br />eight year period many progressive improvements have been accomplished and no small part of the
<br />credit for this progress is due Dr. Hobbs. His wise counsel, considered financial ,judgment, and
<br />sincere desire to serve all of the people of the County have had a deep influence on the actions of
<br />the Board of Commissioners during this time and have done much to give to Orange County one of the
<br />best county governments in this State.
<br />While realizing our loss we wish for Dr. Hobbs a happy life for many years to came, enjoying
<br />the hobbies which are possible with retirement, which has come after maiy, many years of devoted
<br />public service to our State and County."
<br />Mrs. Lindsay Neville, Registrar of Chapel Hill. Precinct #5, appeared and spoke in behalf
<br />of the Registrar of the County requesting that more money be allotted to the Judges and the
<br />Registrar6. Mrs. Neville requested a joint meeting between the Board of Elections, the Judges and
<br />Registrars and the Board of Commissioners, in order, that they might as a group be given the
<br />proper instructions concerning registration and voting proceedures. The Board of Commissioners
<br />took this matter under advisement.
<br />Vernon Burch was administered the oath of Constable by E. M. Lynch, Clerk of Court.
<br />Bills were submitted from the Chairman of the Board of Elections, the Secretary of that
<br />Board and the remaining members. These bills were for :;483.50, 4258.88 and $80.95 respectively.
<br />Commissioner Bennett moved these bills be approved. This motion received a second from Commissioner
<br />McDade. Chairman Stanford called for a vote and there were 5 ayes and 0 noes.
