Is there a procetlure for tlealing with complaints, tlieputes antl appeals'1 <br />Although the application process and rehabilitation guidelines are meant to be as fair <br />as possible, the County of Orange real as that these is still a chance that some <br />applicants or participants may feel that they are not treated fairly. The following <br />procedures are designed to provide an avenue for resolugon of complaints antl <br />appeals. <br />Durino the aoollcation process <br />1. If an applicant feels [hat hislher application was not fairly revlewetl or ratetl antl <br />woultl like to appeal the tlecision matle about ip helshe shoultl centad the <br />appropriate Housing Technician within five tlays of the initial tlecision antl voice <br />their concern. If the applicant remains tllssatisfietl with the tlecision, the tletailetl <br />complaint shoultl be put into writing. <br />2. A written appeal must be made within 1g business tlays of the inttisl tlecision on <br />an application. <br />3. The County of Orange will reapontl in writing to any complaints or appeals within <br />1o business tlays of receiving written comments. <br />D Edna the rehab'I' a(nn <br />1. If the homeowner feels that cpnstruUion Is no[ being completed according to [he <br />contract, helshe must inform the contractor antl the Rehabilitation Specialist. <br />2. The Rehabilitation Speclalis[will inspeM [hework in questlon. If he fntls that the <br />work js not being completetl accoding to contract, the Rehabilitation Specialist <br />will review the cpn[mM with the con[raMOr and ask the contractor to remedy the <br />problem. <br />3. If problems persist, a metliation conference between Ne homeowner antl the <br />contractor may be convened by [he Rehabilitation Specialist and facilitatetl by the <br />Countys Housing antl Community Development Director <br />d. Shouldthe mediation conference fail to resolve the tlispute, the Community <br />Development Director will render a written final tlecision. <br />S If the Rehabilitation Specialist Ends that Iha work j& being completetl according [o <br />conlraM, the complain[will be notetl antl [he Rehabilitation Specialist and the <br />homeowner will tliscusb the concern antl the reason for the Rehabilitation <br />Specialist's decision. <br />Will the personal information provitletl remetn confltlen[Ia11 Ves. All Information <br />in applicant flee will remain ponfltlential. Access to the information will be proNtletl <br />only to County employees who are tlirocHy Involved in the program, end the North <br />Carolina Housing Finance Agency end auditors. <br />What about con(lids of interest?
