County of Orange <br />Assistance Policy <br />For the 2002 Cycle of the <br />Urgent Repair Program <br />What is the Urgent Repair Program? The County ofOmnge Has applietl to the <br />North Carolina Housing Finance Agency ("NGHFA") for $15,000 in footling untler [he <br />2002 cyGe of the Urgent Repair Program ('URP2002'). This program provitles funds <br />to alleviate housing contlitions that pose an imminent threat to the life ar safety of <br />very low-Income homeowners or the ability of freil ar physically tlisebletl very low- <br />income homeowners. In atltlition to the $15,1100 from the NCHFA, the County has <br />pledged an additional $15,000 tD the pmjeG. The County plans to apply the funds <br />towartl [he rehabilitation of about twenty-flue (25) houses In the County of Orange. <br />This Assistance Policy deacdbes who is eligible to apply for aaaietance under the <br />URP program, haw applicationsfor assistance will be rbtetl antl ranked, what the <br />terms of assistance are and how the whole rehabilitation process will be managed. <br />The County has Metl tctlesign [his URP2002 project [c be fair, open, antl consistent <br />with the Countys approvetl application for footling antl wI[h NCHFA'S URP Program <br />Guidelines. <br />Who ie eligible to apply? There are two major requiremenk to be eligible for <br />UPR2gg2 assistance. First, the homeowner's family or household must be belowa <br />certain income limit. Secondly, the applicant's house has an emergency health or <br />safety deficiency. <br />Mare specifically, to be eligible for wnsideration, homeowners must meet the <br />following requirements: <br />Applicants for URP Program funtls mus[prove that they own antl occupy the <br />property to ba rehabilitated as their primary resitlence. <br />• Applicants must no[have any aveNUe loans or loans in tlefault from Ne County of <br />Orange. <br />Applicants moat reside within the County Limifs of Orange. <br />• Applicants' homes must meet all of the tests listetl below. (See "What types of <br />houses are elgible?"below) ' <br />Applicants' householtl inmmes must fall below 50% of the area metllan.
