2 <br /> to the risk of COVID-19. As inmates were sentenced and transferred to federal prisons, the <br /> federal inmate population at the OCDC dropped to nine (9) individuals. Recently, and subject to <br /> certain restrictions related to COVID, the Sheriff has resumed accepting limited numbers of <br /> federal inmates at the OCDC. For the 12-month period immediately preceding March 2020, the <br /> average daily population of federal inmates was approximately 42. <br /> Note: Some information provided herein was obtained, in part, from a 2016 agenda abstract <br /> addressing the US Marshals Service Agreement for Federal Inmate Reimbursement <br /> FINANCIAL IMPACT: There is no financial impact to the County to engage in these discussions. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> Assisting the U.S. Marshals Service in housing federal inmates promotes public safety and the <br /> efficient operation of the criminal justice system. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board discuss these matters with <br /> Orange County Sheriff Charles Blackwood and members of his staff. <br />
