29 <br /> 1. Driveway access from the Interstate on/off ramp be restricted to 2 <br /> driveways, one allowing access to the Project east of Mt. Willing Road <br /> (i.e. a right turn into the Project only) and one allowing access to the <br /> on/off ramp west of the US Highway 70/1-85 Connector Road (i.e. a <br /> right turn out of the Project only); <br /> Staff shall continue to work with the applicant and NC DOT officials to preserve <br /> westbound Exit 160 as being part of a dual westbound exit for both Exit(s) 160 <br /> and 161 at the existing Exit 161 location. <br /> RECOMMENDATION: The Manager recommends the Board: <br /> 1. In accordance with Session Law 2020-3 Section 4.31(a), <br /> regarding remote meetings during declared emergencies, while voting may be <br /> allowed on the night of the meeting, staff is recommending the Board vote at a <br /> subsequent meeting due to the complex nature of the project. <br /> Session Law 2020-3 further allows the record to be supplemented by written <br /> comments on items heard at a public hearing by accepting written comments for <br /> 24 hours after the public hearing is closed. Due to the late hour at which this public <br /> hearing is expected to conclude, staff is recommending an additional period of time <br /> in excess of this 24 hour period to accept written comments. <br /> 6.
