1 <br /> APPROVED 2/2/2021 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> VIRTUAL BUSINESS MEETING <br /> DECEMBER 15, 2020 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Virtual Business Meeting on Tuesday, <br /> December 15, 2020 at 7:00 p.m. <br /> COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> and Commissioners Mark Dorosin, Sally Greene, Earl McKee, Amy Fowler, and Jean Hamilton <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren, Interim Clerk to the Board Greg Wilder, and Assistant Deputy Clerk II Allen <br /> Coleman (All other staff members will be identified appropriately below) <br /> Chair Price called the meeting to order at 7:03 p.m. <br /> Due to current public health concerns, the Board of Commissioners conducted a Virtual <br /> Business Meeting on December 15, 2020. Members of the Board of Commissioners participated <br /> in the meeting remotely. As in prior meetings, members of the public were able to view and <br /> listen to the meeting via live streaming video at orangecountync.gov/967/Meeting-Videos and on <br /> Orange County Gov-TV on channels 1301 or 97.6 (Spectrum Cable). <br /> In this new virtual process, there are two methods for public comment. <br /> • Written submittals by email <br /> • Speaking during the virtual meeting <br /> Detailed public comment instructions for each method are provided at the bottom of this <br /> agenda. (Pre-registration is required.) <br /> 1. Additions or Changes to the Agenda <br /> Chair Price noted the following items at the Commissioners' places: <br /> • PowerPoint Presentations (from staff and Applicant) for item 5-b <br /> Chair Price said there are 111 people signed up for public comment on 5-b, and it is not <br /> possible to hear all of those this evening. She said the Board of County Commissioners <br /> (BOCC) should determine how many speakers are heard this evening. She said staff <br /> suggested hearing from the first 20 individuals tonight, and scheduling a follow up meeting to <br /> hear from the remaining speakers. She said it is up to the Board if more speakers are allowed <br /> to sign up in the interim. She proposed several possible dates for follow up meetings. <br /> Commissioner McKee suggested December 16, 17 and 21. He said he is open to <br /> hearing from 20 speakers this evening, and would like to hear from everyone within the month <br /> of December, and does not think it fair to the public to wait until January. <br /> Chair Price said the audio/video team is not available on December 17. <br /> Commissioner Dorosin said holding a meeting tomorrow seems unreasonable. He <br /> agreed it will likely take 3 meetings, which will push into January. He said he thinks 25 <br />
