2 <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Criminal Justice Resource Department <br /> 2. The Criminal Justice Resource Department (CJRD) is requesting $4,000 to be transferred <br /> from the Social Justice Reserve Fund. These funds will be used to provide Jail Psychiatry <br /> through an existing contract with the UNC Center for Excellence in Community Mental <br /> Health. These additional funds will be used to assist the incarcerated with acute psychiatric <br /> issues which have increased during the Covid-19 pandemic. With this appropriation, <br /> $183,696 remains available in Social Justice Reserve funds for FY 2020-21. This budget <br /> amendment provides for the use of available Social Justice Reserve funds of $4,000 for <br /> the above stated purpose. (See Attachment 1, column #2) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> Housing and Community Development <br /> 3. As part of the Round 2 Coronavirus Relief Funding (CRF), the Town of Carrboro received <br /> $288,161 as its per capita allocation. At the December 15, 2020 meeting, the Board of <br /> Commissioners approved, as part of Budget Amendment #5, the receipt of $214,405 of <br /> funds allocated from the Town back to the Orange County Housing and Community <br /> Development Department, with $32,819 to be used toward the Rapid Rehousing program, <br /> and $181,586 to be used toward the County's Housing Stabilization efforts. The Town has <br /> allocated an additional $36,778 to the Orange County Housing and Community <br /> Development Department to be used toward the County's Housing Stabilization efforts. <br /> This budget amendment provides for the receipt of these funds from the Town of Carrboro <br /> for the above stated purposes in the Community Development Fund. (See Attachment 1, <br /> column #3) <br /> 4. The Department of Housing and Community Development has received notification from <br /> the Town of Hillsborough that it has been awarded a $600,000 CDBG-CV from the State. <br /> The grant was written to designate Orange County as the administrator of these funds, to <br />
