Schedule vote to take action on: <br /> a.Attachment 8 Statement of Consistency and <br /> b.Attachment 9-Ordinance approving atlas amendment and <br /> imposing conditions <br /> at future BOCC meeting(no additional public comments <br /> shall be heard at this future meeting). <br /> For more information or questions on this proposal: _ <br /> Michael Harvey,Current Planning Supervisor <br /> 1 mharvevCdoranoecountvnc.aov or(919)245-2597 <br /> 2 <br /> 3 Commissioner Fowler referred to the pictures of road changes and the removal of an <br /> 4 exit, and said she saw what looked like road removal to the south of this area. <br /> 5 Earl Lewellyn said this is the removal of existing medians to provide direct access across <br /> 6 the interchange ramps, which is typical to do. He said it provides better alignment of the lanes. <br /> 7 He said more details would be present in the full engineering design. <br /> 8 Commissioner Fowler referred to Johnston Road, and asked if the entrance could line up <br /> 9 with this. She said it also seems that Johnston Road will now only be able to turn right, and <br /> 10 asked if there is a plan to be able to turn left from Johnston. <br /> 11 Earl Lewellyn said this offsetting it to allow more storage for left turning vehicles to turn <br /> 12 into the site. He said DOT recommended this course of action. He said traffic from Johnston <br /> 13 would make a U-turn at the site entrance. <br /> 14 Craig Benedict said one of the first proposals was straight through for Ben Johnston <br /> 15 Road, but this would have gone into an environmental area on the site itself. He said moving <br /> 16 the entrance avoided this problem. <br /> 17 Chair Price referred to the traffic impact analysis being reviewed by the Town, and asked <br /> 18 which Town this was. <br /> 19 Earl Lewellyn said he misspoke, and should have said County staff reviewed it. <br /> 20 Chair Price asked if Hillsborough has reviewed this item. <br /> 21 Craig Benedict said no, Hillsborough had not received this presentation. <br /> 22 <br /> 23 A motion was made by Commissioner McKee, seconded by Commissioner Dorosin to <br /> 24 open the public hearing. <br /> 25 <br /> 26 Roll call ensued <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 PUBLIC COMMENTS: <br /> 31 Lowrie Beacham said he and his wife moved to Efland 16 years ago. He said they are <br /> 32 highly invested in the local community. He said he strongly opposes the proposed 120 pump <br /> 33 Buc-ee's development. He said this is a Texas company with no ties to North Carolina. He said <br /> 34 there is no reported benefit, other than taxes, but even those are minimal. He said there is no <br /> 35 net gain to the community. He said this huge undertaking with take a toll on the community, and <br /> 36 it should not be allowed. <br /> 37 Dr. Ann Talton said she has lived in Cedar Grove for 25 years, and voiced her strong <br /> 38 opposition to the proposed Buc-ee's development. She said there will be increased traffic, <br /> 39 restricted access, elimination of exit 160, and many fuel tanks with the potential for severely <br /> 40 negative impacts on the environment.
