She said she attended the <br /> 8 Cardinal Innovations Board meeting last Friday, and is very pleased to announce the Cardinal <br /> 9 Innovations Board removed the contingencies in funding related to Club Nova. <br /> 10 Commissioner Dorosin said he had no comments. <br /> 11 Chair Price recommended that the BOCC have a joint meeting with the City of Mebane <br /> 12 in the upcoming year. She encouraged staff to review County policies, as they pertain to <br /> 13 inequities in Orange County. <br /> 14 Commissioner Dorosin said he would like staff to gather information about this Mebane <br /> 15 annexation plan as soon as possible. <br /> 16 Bonnie Hammersley, County Manager, said staff has an information item scheduled for <br /> 17 the next meeting, and a presentation scheduled for January 19, 2021. <br /> 18 Commissioner Greene encouraged the meeting with Mebane to happen as soon as <br /> 19 possible. <br /> 20 <br /> 21 4. OWASA Update on Unpaid Bills <br /> 24 The Board received a presentation and information from the Orange Water and Sewer <br /> 25 Authority (OWASA) on impacts to customers during the COVID-19 pandemic. <br /> 26 <br /> 27 Ryan DuBose, OWASA Board Chair and Orange County Appointee, reviewed the item <br /> 28 below: <br /> 29 <br /> 30 BACKGROUND: At the October 20, 2020 BOCC Meeting Commissioner Mark Dorosin made a <br /> 31 petition regarding the Board and OWASA to identify ways to assist residents experiencing back <br /> 32 payments during COVID-19. A request was made to Executive Director Todd Taylor to provide <br /> 33 information to the Board at a future meeting. <br /> 34 <br /> 35 The Orange County Emergency Housing Assistance fund provides rent and utility assistance to <br /> 36 avoid shut offs and eviction using investments from the County and the Towns of Carrboro, <br /> 37 Chapel Hill, and Hillsborough. Assistance is available to Orange County residents at or below <br /> 38 60% of Area Median Income and in 2020 has provided more than $2 million in assistance to <br /> 39 almost 900 County residents.
