6 <br /> Analysis: As required under Section 2.9.2 (E) of the UDO, the Planning Director is required to: <br /> `cause an analysis to be made of the application' and pass that analysis on to the reviewing <br /> body. In analyzing this request, the Planning Director offers the following: <br /> 1. The application is complete in accordance with the requirements of Section 2.9.2 (C) of <br /> the UDO; <br /> 2. The proposal appears consistent with the various goals outlined within the <br /> Comprehensive Plan concerning development, including: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> designation of future land uses, with availability of County services and facilities <br /> sufficient to meet the needs of Orange County's population and economy <br /> consistent with other Comprehensive Plan element goals and objectives. <br /> b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br /> c. Land Use Goal 3: A variety of land uses that are coordinated within a program <br /> and pattern that limits sprawl, preserves community and rural character, minimizes <br /> land use conflicts, supported by an efficient and balanced transportation system. <br /> d. Objective LU-3.1: Discourage urban sprawl, encourage a separation of urban and <br /> rural land uses, and direct new development into areas where necessary <br /> community facilities and services exist through periodic updates to the Land Use <br /> Plan. <br /> 3. The proposed development is consistent with existing/anticipated development within the <br /> area and the various land uses associated with the project are compatible with various <br /> goals/policies as detailed herein; <br /> 4. The project is consistent with the findings and recommendations contained within the NC <br /> Highway 57 Small Area Plan with respect to development in the area; <br /> 5. The proposed land use buffers are consistent with the 2012 approval and will adequately <br /> screen the land use from NC 57, Bacon Road, and the cement mixing operation to the <br /> east. <br /> Neighborhood Information Meeting: A neighborhood information meeting for the project was <br /> held on December 17, 2020 in accordance with Section 2.9.2 (D) of the UDO. The meeting was <br /> held in an on-line format due to current public health concerns. No members of the public <br /> attended the meeting. <br /> Public Notifications: In accordance with Section 2.8.7 of the UDO, notices were mailed via first <br /> class mail to property owners within 1,000 ft. of the subject parcel providing the date/time of the <br /> BOCC public hearing where the proposal is to be reviewed. These notices were mailed on <br /> January 15, 2021, 17 days before the meeting. Staff also posted the subject parcel with a sign <br /> indicating the date/time of the public hearing of the rezoning request on January 15, 2021. For <br /> more information, please refer to Attachment 5. <br /> Planning Board Recommendation: The Planning Board reviewed the zoning atlas amendment <br /> at its January 6, 2021 regular meeting.
