28 <br /> 1 <br /> 2 Planning staff held a virtual outreach meeting on October 28, 2020 to review applicant <br /> 3 modification(s) to the Project including, but not limited to: name change (from Beaver Crossing <br /> 4 to Efland Station), access management and landscaping modifications. <br /> 5 <br /> 6 Public Notifications: In accordance with Section 2.8.7 of the UDO, notices were mailed via first <br /> 7 class mail to property owners within 1,000 ft. of the subject parcels providing the date/time of <br /> 8 the BOCC public hearing where the proposal is to be reviewed. These notices were mailed on <br /> 9 November 25, 2020, 19 days before the meeting. Staff also posted the subject parcels with <br /> 10 signs indicating the date/time of the public hearing on December 4, 2020, 11 days before the <br /> 11 meeting. For more information, please refer to Attachment 7. <br /> 12 <br /> 13 Courtesy Review: This request was submitted to the City of Mebane and Orange-Alamance <br /> 14 Water System (OAWS) as part of our courtesy review program. To date, staff has not received <br /> 15 comment(s) from OAWS staff. <br /> 16 Planning Board Recommendation: The Planning Board reviewed the zoning atlas amendment at <br /> 17 its November 4, 2020 regular meeting. At this meeting the Board voted unanimously to <br /> 18 recommend approval of the Statement of Consistency (Attachment 8) and the proposed Zoning <br /> 19 Atlas Amendment (Attachment 9). <br /> 20 <br /> 21 Excerpts of the minutes from the meeting, as well as the Board's signed statement of consistency, <br /> 22 are included in Attachment 6. Ordinance amending the Zoning Atlas, as well as imposing development conditions, <br /> 29 for the identified parcels as contained in Attachment 9. <br /> 30 Presuming: <br /> 31 a. BOCC and applicant acceptance of recommended conditions as contained in Attachment <br /> 32 9; <br /> 33 b. Direction from the BOCC, with the applicants consent as imposition of conditions must be <br /> 34 mutual, on imposition of the following addressing staff concerns on: <br /> 35 i. Stormwater: <br /> 36 Imposition of a condition that requires the applicant to either: <br /> 37 1. Abide by nutrient reduction strategies as detailed in Section 6.14.7 of <br /> 38 the UDO without participation in the State recognized offsite mitigation <br /> 39 program; or <br /> 40 2.
