26 <br /> 1 The FLUM can be accessed utilizing the following link: <br /> 2 http://www.orangecountync.gov/DocumentCenter/View/4054/Future-Land-Use-Map- <br /> 3 PDF. <br /> 4 Comprehensive Plan: Per Appendix F, "Relationships Between Land Use Categories and <br /> 5 Zoning Districts Matrix"of the adopted Orange County Comprehensive Plan, the MPD-CZ <br /> 6 district is a permissible zoning designation for property located within a CITAN. <br /> 7 For more information on the definition of activity node, and to review the allowed zoning <br /> 8 designations permitted within same, the Comprehensive Plan can be accessed utilizing <br /> 9 the following link: <br /> 10 http://www.orangecountync.gov/1242/2030-Comprehensive-Plan. <br /> 11 • Growth Management System Map Designation: As previously indicated herein, both <br /> 12 parcels within an 'Urban' designated area. <br /> 13 STAFF COMMENT: The Growth Management System Map is a tool utilized by <br /> 14 staff to identify permit review thresholds for residential (i.e. subdivision) projects. <br /> 15 • Water and Sewer Management, Planning and Boundary Agreement (WASMPBA): The <br /> 16 parcels are located within Orange County's Primary Service Area meaning public utilities <br /> 17 (i.e. water and sewer) could be extended. In analyzing this request, the Planning Director offers the following: <br /> 32 1. The application is complete in accordance with the requirements of Section 2.9.2 (C) of <br /> 33 the UDO; <br /> 34 2. The proposal appears consistent with the various goals outlined within the Comprehensive <br /> 35 Plan concerning development, including: <br /> 36 a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> 37 designation of future land uses, with availability of County services and facilities <br /> 38 sufficient to meet the needs of Orange County's population and economy <br /> 39 consistent with other Comprehensive Plan element goals and objectives. <br /> 40 b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> 41 conditions and features and that protect natural resources, cultural resources, and <br /> 42 community character. <br />
