15 <br /> 1 If approved, the Zoning Atlas will be amended and the zoning designation of the property shall be <br /> 2 changed to MPD-CZ. Development, including permitted land uses, would be in accordance with <br /> 3 the approved development proposal and conditions imposed as part of the atlas amendment <br /> 4 process. <br /> 5 <br /> 6 Development of the Property shall only be permitted through the review and approval of site plan <br /> 7 application(s) in accordance within Section 2.5 of the UDO. This is so staff can verify all imposed <br /> 8 conditions are adhered to and allow for final review by members of the Development Advisory <br /> 9 Committee (DAC) as detailed within Section 1.9 of the UDO. <br /> 10 Proposal: The applicant is proposing to rezone the Property to MPD-CZ district allowing for the <br /> 11 development of Efland Station, formerly known as Beaver Crossing, summarized as follows: <br /> 12 i. Intended to: `... create a mixed-use unified development providing a variety of retail, <br /> 13 service, hotel, dining, light industrial/office flex space uses consistent with the Orange <br /> 14 County 2030 Comprehensive Plan ...'; <br /> 15 ii. Construction of approximately 500,000 sq.ft. of building area supporting various land uses, <br /> 16 specifically: <br /> 17 a. A Travel Center including a 120 pump gas station and approximately 64,000 sq.ft. <br /> 18 of retail; <br /> 19 STAFF COMMENT: The applicant has clarified it will be 60 pumps with <br /> 20 120 actual fuel nozzles/hoses (i.e. 2 fuel nozzles per pump). <br /> 21 b. 120-room multi-story hotel; <br /> 22 c. 150,000 sq.ft. of Office/Service/Manufacturing land uses; <br /> 23 d. 8,000 sq.ft. of medical office space; <br /> 24 e. 30,000 sq.ft. of retail space; <br /> 25 f. A 3,500 sq.ft. drive-in bank; <br /> 26 g. 12,000 sq.ft. of casual restaurant(s); and <br /> 27 h. 20,000 SF of high-turnover sit-down restaurant(s) space. <br /> 28 iii. Designation of parcel for development of transit facilities/amenities along the northern <br /> 29 portion of the Property (south of railroad); <br /> 30 iv. Preservation of approximately 38% or 40 acres (1,742,400 sq.ft.) of open space; <br /> 31 v. Roadway access proposed off of: <br /> 32 a. Right-in/right-out driveways off of the Interstate 85/40 on/off ramp; <br /> 33 b. Driveway access off of US Highway 70/1-85 Connector Road; and <br /> 34 c. Mt. Willing Road. <br /> 35 Development will be completed in 2 phases with the travel center completed in Phase 1 and <br /> 36 remaining land uses in Phase 2 (hereafter `the Project'). <br /> 37 The applicant is proposing imposition of development and design standards (i.e. architectural <br /> 38 design, signage, internal and external setback limits, height limits, landscaping/buffer standards, <br /> 39 outdoor lighting standards, erosion control/stormwater, etc.)governing overall development of the <br /> 40 project if the MPD-CZ district is approved by the County. <br />
