3
1 a. Matters not on the Printed Agenda
2 Janine Zanin said she is resident of Mebane, and urged the BOCC to listen to the
3 Mebane City Council meetings from November 10 and December 7. She said she is very
4 concerned about the lack of transparency and public input regarding the plan. She asked the
5 BOCC to not approve any updates to the utility service agreement that would provide water and
6 sewer to existing parcels outside the economic development district (EDD). She said any such
7 changes would impact the zoning maps and plans. She said the public should be heard from
8 prior to any such changes being made. She said Mebane staff and council members have also
9 expressed concern about this process, and a lack of transparency with the BOCC.
10
11 b. Matters on the Printed Agenda
12 (These matters will be considered when the Board addresses that item on the agenda
13 below.)
14
15 3. Announcements, Petitions and Comments by Board Members
16 Commissioner Greene said she had no comments.
17 Commissioner McKee expressed appreciation to everyone who has written, emailed,
18 and called the BOCC regarding the proposed Buc-ee's development. He said the BOCC is
19 committed to a public process, with transparency.
20 Commissioner Bedford wished everyone a happy and safe holiday season.
21 Commissioner Hamilton echoed Commissioner McKee's comments, and pledged to
22 read/listen to every word from the public.
23 Commissioner Dorosin said yesterday the Governor's Task Force for Racial Equity and
24 Criminal Justice released a report on many topics. He said the BOCC should consider this
25 document carefully, and some recommendations are very locally based. He said one example
26 suggests that law enforcement receive written consent from a driver prior to searching a vehicle.
27 He said he brought this up with the Sheriff's department a few years ago, but it was not enacted
28 at that time. He petitioned the Board to resume this conversation with the Sheriff about an
29 informed consent to search policy.
30 Commissioner Fowler echoed comments made by Commissioners McKee and Hamilton.
31 Chair Price recommended the Board consider the length of the BOCC meetings. She
32 said it may be wise to have a check in at 10pm to see how everyone is doing. She said she
33 wants to be respectful of everyone's time, those working other jobs, and insure that everyone
34 has fresh minds to participate in meetings.
35 Chair Price said the Assembly of Governments (AOG) meeting usually occurs early in
36 the year, and it is very difficult to do via Zoom. She said she has spoken with the Mayors, and
37 suggested meeting with them and their Managers.
38 Chair Price said she would present a resolution recognizing January as National
39 Mentoring Month.
40 Chair Price said she will also bring forward a resolution honoring Dr. Kizzie Corbit, who
41 has been very involved in the development of a Covid vaccine.
42 Chair Price said the Ag Summit will be in February (likely the 8th and 9th), and will be held
43 virtually.
44 Chair Price said 2021 is the 60th anniversary of the Freedom Riders, and she wants to
45 commemorate this somehow.
46
47 4.
