Objective LU-3.1: Discourage urban sprawl, encourage a separation of <br /> urban and rural land uses, and direct new development into areas where <br /> necessary community facilities and services exist through periodic updates <br /> to the Land Use Plan. <br /> The atlas amendment is consistent with these goals and objectives as approval <br /> allows for development consistent with the previously approved NC Highway 57 <br /> Small Area Plan study. <br /> This study, now incorporated by reference within the Comprehensive Plan, called <br /> for expanding economic development opportunities in the Little River Township <br /> along NC Highway 57 and Mile Branch Road near the existing Orange County <br /> Speedway. <br /> The subject parcel was part of that study, and in 2012 the County approved <br /> development of a self-storage operation on a portion of the property with the <br /> approval of a zoning atlas amendment package. <br /> Approval of this request will allow the entire property to be used for a recognized <br /> allowable use consistent with the provisions of the Unified Development <br /> Ordinance (UDO) and the Comprehensive Plan. <br /> b. The amendment is reasonable and in the public interest because it: <br /> 1. Expands economic development prospects within the County, while <br /> continuing to protect adjacent and nearby land uses, consistent with the <br /> Comprehensive Plan as well as the adopted Small Area Plan for the area. <br /> The atlas amendment involves expansion of a previously approved <br /> REDZ-CZ-1 Conditional Zoning district allowing for expansion of an <br /> existing self-storage operation. <br /> The area in question has been designated as being viable for rural <br /> economic development within the Comprehensive Plan, and the <br /> proposed land use is consistent with the recommendation(s) <br /> detailed within the NC Highway 57 Small Area Plan study, <br /> approved by the County in 2007. <br /> The Board of County Commissioners hereby adopts this Statement of Consistency and <br /> findings expressed herein. <br /> Renee Price, Chair Date <br />
