4
DRAFT
52
53
54 AGENDA ITEM 4.13.: TRANSIT ADVISORY SERVICES(TAS)COMMENTS/QUESTIONS
55
56 TAS and OUTBoard members thanked the OCPT staff for the comprehensive reports and quality of presentation and
57 information covered
58
59
60 AGENDA ITEM 5: REGULAR OUTBOARD AGENDA
61
62 AGENDA ITEM 5.A: DURHAM-CHAPEL HILL-CARRBORO METROPOLITAN PLANNING ORGANIZATION (DCHC MPO)
63 COMPREHENSIVE TRANSPORTATION PLAN AMENDMENT
64 PRESENTER: NISH TRIVEDI
65 Nish Trivedi presented information and draft statements on the Durham-Chapel Hill-Carrboro Metropolitan Planning
66 Organization (DCHC MPO) Comprehensive Transportation Plan Amendment.
67
68 OUTBoard members discussed and asked clarifying questions
69
70 MOTION by Art Menius to recommend to the BOCC to approve projects 1-13, which are already in the DCHC MPO
71 CTP, to be considered for all Complete Streets opportunities. Attachment 1, page 1 contains the recommended
72 cross-sections and multi-modal instruments and shall accompany our recommendation. Seconded by Tony Blake.
73
74 Heidi Perry commented she is glad it is coming to the Board this way and it was a good job explaining it. She
75 suggested one small edit, in the list at the beginning of why this is important. One thing was that there are
76 destinations that would be trip generators along the corridors, services that would be available to people and they
77 would need to access those because she doesn't think all of it is going to be a through highway. Another that staff
78 might have included in the evaluations was what services are available along the corridors or that there are services
79 along the corridors that people would need to access. Are there medical service, educational services, grocery and
80 shopping services along the corridors all that people need to get to, generating destinations.
81
82 Nish Trivedi responded that it was helpful and lends another argument to the discussion, another reason to the MPO.
83
84 Tony Blake added that there is commuting traffic to and from work but there is also commercial traffic for businesses
85 or for pleasure.
86
87 Heidi Perry added that development will create nearby services people could easily access by walking and biking and
88 we want to make that accessible to them so they don't have to get in the car to go half a mile because the road is too
89 dangerous. She clarified that she isn't recommending any change to the motion before the Board but requesting a
90 modification to the introductory piece but still recommending approval of the projects.
91
92 ROLLCALL VOTE:
93 Art Menius Yes
94 Erik Broo Yes
95 Heidi Perry Yes
96 Jo Birckmayer Yes
97 Randy Marshall Yes
98 Roy Schonberg Yes
99 Tony Blake Yes
100 Ed Vaughn Yes
101 Dave Laudicina Yes
102 VOTE: UNANIMOUS
2
