The Orange County Health Department has received $180,855 in federal pass-through <br /> grant funds from the North Carolina Department of Health and Human Services, Division <br /> of Public Health to support the COVID-19 pandemic response. The grant service period <br /> runs through May 31, 2021. This grant is similar to the one approved by the BOCC at its <br /> October 20, 2020 meeting in the amount of $198,940 which ran through December 15, <br /> 2020. Funding will support a Coordinator position and six (6) temporary trainers to provide <br /> infection control education in congregate living facilities across Orange, Alamance, <br /> Caswell, Chatham, Durham, Guilford, Person, Randolph, and Rockingham counties. This <br /> budget amendment provides for the receipt of these funds, increases the current <br /> Emergency Preparedness Coordinator from a 0.6 FTE to a time-limited 1.0 FTE position, <br /> through May 31, 2021, to serve as the Coordinator for this team. (See Attachment 1, <br /> column #2) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to these items: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Department on Aging <br /> 4. The Department on Aging has received an additional $25,000 from the Carol Woods <br /> Retirement Community Board of Directors to help fund the work of the Department on <br /> Aging during the COVID-19 pandemic, including, but not limited to, supporting the Home <br /> Preservation Coalition and the Handy Helper program with minor home repairs and ramps, <br /> so older adults can remain in their homes rather than being placed in long term care; <br /> supporting the department's expanding virtual programming offerings; and supporting the <br /> department's senior employment initiative to assist seniors in finding work. This budget <br /> amendment provides for the receipt of these additional funds in the multi-year grant project <br /> fund, outside of the General Fund, and amends the following grant project ordinance: (See <br /> Attachment 1, column #3) <br />
