Certified Bid Tabulation Steven Arndt: 919-245-2658 <br /> 2. Designer's Bid Recommendation Letter <br /> PURPOSE: For the Board of Orange County Commissioners to: <br /> 1. Award a bid to C.T. Wilson Construction Company, Durham, North Carolina in the amount <br /> of $283,590 for the renovation of spaces in the Whitted Human Services Center Complex <br /> to create several office suites; and <br /> 2. Authorize the County Manager to sign the construction agreement and execute any <br /> amendments for unforeseen requirements up to the approved budget amount on behalf of <br /> the board, contingent upon final review of the County Attorney. <br /> BACKGROUND: On November 7, 2019 the Board approved Budget Amendment #2C totaling <br /> $975,000 to fund the relocation of occupants from the Link Government Services Center due to <br /> serious remediation concerns. A portion of these funds were to be used to develop office spaces <br /> for the County Manager and Clerks Office within the Whitted Human Services Center Complex. <br /> Competitive bids from four qualified general contractors were received and opened on November <br /> 5, 2020. A review of the bid documents was conducted by County staff and the project designer, <br /> HH Architecture, and it was determined that the lowest responsive bid for this project was C.T. <br /> Wilson Construction Company. A certified bid tabulation is provided in Attachment 1. <br /> The proposed bid award contemplates awarding the base bid and alternates one, two, four and <br /> five. A designer's bid recommendation letter containing details regarding the alternates is provided <br /> in Attachment 2. <br /> Should the board of County Commissioners award the bid, the projected construction period is <br /> four months. Depending upon the construction process, management of unforeseen conditions, <br /> and project close-out, the renovations should be finished by the end of April, 2021. <br />
