2 <br /> Foundation, the property is administered by the non-profit Friends of Moorefields and is open <br /> for scheduled use by groups and individuals. <br /> FINANCIAL IMPACT: The estimated cost of the easement purchase is $360,000; however <br /> negotiations have not been completed. Accounting for the Land and Water Grant of up to <br /> $119,660, the County's current share of the easement purchase could be approximately <br /> $240,340 ($278,790 including transaction costs). Other grant funds are being pursued. County <br /> funds would come from existing Lands Legacy conservation easement project. Acceptance of <br /> the grant and authorizing the Manager's signature does not commit the County to the <br /> acquisition. <br /> SOCIAL JUSTICE IMPACT: There is no identified Social Justice Impact goal associated with <br /> this item. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> RESULTANT IMPACT ON NATURAL RESOURCES AND AIR QUALITY (Assess and <br /> where possible mitigate adverse impacts created to the natural resources of the site and <br /> adjoining area. Minimize production of greenhouse gases.) <br /> The easement will provide a permanent protected natural and agricultural buffer along a busy <br /> highway and developed land to the south. <br /> RECOMMENDATION: The Manager recommends that the Board authorize the signature of <br /> the Land and Water Fund grant contract (by the County Manager), and authorize staff to <br /> proceed with pursuing funding options and easement negotiations for a conservation easement <br /> agreement for Board consideration in 2021. (Note: Acceptance of the grant and authorizing the <br /> Manager to sign does not commit the County to the easement acquisition.) <br />
