3 <br /> RES-2020-081 <br /> RESOLUTION AUTHORIZING A REVISION IN THE <br /> ORANGE COUNTY FY 2019-2020 HOME PROGRAM DESIGN <br /> BE IT RESOLVED, by the Orange County Board of Commissioners as the lead entity of the <br /> Orange County HOME Consortium approves the revision in the Resolution adopted June 18,2019 <br /> to allow for more than six (6) homes to be assisted through the Second Mortgage Assistance <br /> activity such that the FY 2019-2020 HOME Program Design reads as follows in its entirety: <br /> Second Mortgage Assistance <br /> Funds will be allocated to Orange County Habitat for Humanity to provide deferred payment,zero <br /> interest second mortgage for at least six (6) homes in the Fairview Community in Hillsborough <br /> and Northside Neighborhood in Chapel Hill. Homes will be sold to households earning between <br /> thirty percent(30%) and eighty percent(80%) of the area median income. <br /> (Requested amount: $240,000) $181,392 <br /> Acquisition <br /> Funds will be allocated to EmPOWERment,Inc.,for the acquisition of two(2)units for affordable <br /> rental purposes in the Hillmont Apartment Complex in the Town of Carrboro. The units will be <br /> leased to households earning eighty percent (80%) or less of the area median income. <br /> EmPOWERment will also receive $60,201 in FYI 8-19 CHDO Set-Aside funds and therefore will <br /> receive a total award of$145,201. <br /> (Requested amount: $304,800) $85,000 <br /> Countywide Tenant Based Rental Assistance <br /> Funds will be allocated to the Orange County Housing and Community Development Department <br /> for assisting persons experiencing homelessness under the Rapid Re-Housing Program, as well as <br /> the provision of general rental assistance County-wide for other eligible low-income persons. <br /> (Requested amount: $141,004) $141,004 <br /> Program Administration <br /> TOTAL FY 2019-2020 HOME PROGRAM FUNDS $442,426 <br /> BE IT FURTHER RESOLVED, that the County Manager is hereby designated as the authorized <br /> representative of the County to act in connection with the submission of this plan and to provide <br /> such additional information as may be required by the U.S. Department of Housing and Urban <br /> Development. <br /> This is the day of , 2020 <br /> Chair <br /> Orange County Board of Commissioners <br /> SEAL <br />
