2 <br /> South, Inc., Apex, North Carolina at a cost of $276,000. A certified bid tabulation is provided in <br /> Attachment 1. <br /> After opening bids, the County engaged in a value engineering process necessary to reduce the <br /> cost of the project, which resulted in a revised cost of$268,370. A designer's bid recommendation <br /> letter containing details regarding the value engineering is provided in Attachment 2. <br /> Should the board of County Commissioners award the bid, the projected construction period is <br /> four months. Depending upon the construction process, management of unforeseen conditions, <br /> and project close-out, the renovations should be finished by the end of April, 2021. <br /> FINANCIAL IMPACT: The construction contract with Racanelli Construction South, Inc., totals <br /> $268,370. The total cost of the project, including professional services, construction, contingency <br /> allowances and miscellaneous costs totals $408,083. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal impacts are <br /> applicable to this item: <br /> • Foster a community culture that rejects oppression and inequity <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> This low bidder complied with the Historically Underutilized Business (HUB) bid requirements and <br /> will employ certified HUB contractors as a part of the performance of this work. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> • Energy Efficiency and Waste Reduction <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; <br /> 3) increase the use of recycled and renewable resources; and 4) minimize waste stream <br /> impacts on the environment. <br /> The scope of work includes the replacement of old outdated light fixtures and replaces them with <br /> high efficiency LED light fixtures. In renovating an existing space rather than constructing a new <br /> facility, the project reduces resource consumption. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Award the bid to Racanelli Construction South, Inc. of Apex NC in the amount of$268,370 <br /> for the Orange County Visitors Bureau renovation. <br /> 2) Authorize the County Manager to sign the construction agreement and execute any <br /> amendments for unforeseen requirements up to the approved budget amount on behalf of <br /> the board, contingent upon final review of the County Attorney. <br />
